Rubicon Consulting is currently recruiting for a 2x Civil Engineers on an 18 month Contract, based on Isle Of Skye.
The Resident Civil Engineer (RCE) will be responsible for overseeing the civil works on site and will be the main point of contact between the Client and the Civil works sub-contractor.
The RCE, reporting to the Region Construction Leader, will liaise with the Project and Region Civil Engineer, based at head office, to ensure compliance with the design and resolve any design or Temporary Works issues that may arise during the works.
Main Duties:
1. Oversee the execution of the Civil works on site to ensure the works are carried out:
* In a safe manner
* In accordance with the approved design
* In accordance with appropriate specifications and standards
* To schedule
* To budget
Controlling Quality of Civil Works:
1. Carry out daily inspections of the works.
2. Conduct weekly site inspections with the civil works sub-contractor.
3. Ensure the quality and inspection plan is implemented and complied with.
4. Inspect the works at designated hold points.
5. Conduct periodic audits of the civil sub-contractor to ensure they are working to the correct revision of the drawings/specification.
6. Raise NCR's where required and ensure agreed corrective action is implemented.
7. Discharge the role of Temporary Works Co-Ordinator and ensure all TW processes are followed in line with BS 5975:2019 and company policy.
8. Ensure compliance of the Civil Sub-Contract and adherence to the agreed design and relevant specifications, informing Head Office of any deviations.
9. Liaise with the customer's Civil Engineer/Quality Engineer to ensure they have access to inspect the works when required.
10. Collect, prepare, and issue necessary reports, data, results, or other documentation requested by the Customer.
11. Ensure compliance with planning conditions and building regulations.
12. Prepare snagging list and issue to the civil works subcontractor and Client Project team.
13. Monitor and review the progress of snagging items to ensure they are closed out in a timely manner.
14. Audit civil contractors' working drawings weekly to ensure the correct revision is being used.
15. Setup, control, and coordinate hand-over of completed civil works to the installation team.
Controlling Civil Works Costs:
1. Assist the site manager, PM, QS, and contracts Manager by advising on any potential variations.
2. Review any variations/claims.
3. Issue all site instructions to the Civil Works subcontractor through the Client RCE, ensuring approval from the Site Manager for instructions with cost or schedule implications.
Site Management, Health & Safety:
1. Assist the Site Manager and Health & Safety manager as required.
2. Review all RAMS from the Civil sub-contractor in conjunction with the Health & Safety Manager.
3. Attend monthly site meetings and design reviews.
4. Maintain a daily site diary recording progress of works, staffing/subcontractors on site, and schedule.
5. Prepare a weekly report of the status/progress of the civil works, highlighting any issues.
6. Maintain a photographic record of the works.
7. Monitor the civil subcontractors' progress and resources to ensure compliance with the schedule.
8. Report any schedule/resource issues to the Site Manager.
9. Ensure compliance with Client Environmental procedures and all appropriate legislation.
Project Documentation:
1. Review sub-contractors' as-built mark-ups and forward approved copies to the project Civil Engineer.
2. Prepare, receive, and examine, on completion of the Sub-Contract works, copies of site commissioning results, records, drawings, and/or operating instructions.
Health and Safety:
1. Demonstrate EHS leadership and ensure STOP WORK POLICY is implemented in all activities.
2. Communicate regularly on policy & process to subcontractors.
3. Participate in EHS Gemba walks and identify EHS risks.
4. Set an example by demonstrating proper acts and actively observing work conditions and behaviours.
Core Skills / Qualifications:
1. An appropriate qualification in Civil Engineering, degree level with demonstrated years of industry experience.
2. Previous experience in the construction of key elements of the project including Civil Works.
3. An appropriate and industry recognized Temporary Works Coordinator qualification.
4. Great interpersonal skills & ability to work in extensive teams under challenging situations.
5. Knowledge of Construction Design Management (CDM) regulations/industry best practices.
6. Full Clean UK driving license.
Desired Experience:
1. Health and safety experience, training, and qualifications in line with international standards.
2. Willingness to learn & develop outside original field of training.
3. Knowledgeable on local standards and best practices in relation to construction.
4. Knowledgeable in practices & controls related to environmental legislation in relation to construction works.
5. This is a site-based position which will require extended posting on project sites across the UK / North Europe region.
6. Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory.
7. IT proficiency including collaborative platforms & tools used in construction.
