The Capital Investment and Delivery team will develop and deliver the capital programme for Essex County Council. The team will focus on developing opportunities for capital investment in order to secure financial returns to support the Council’s strategic priorities.
The Principal Building Services Engineer will deliver the Council’s construction capital programme by providing professional advice, developing and maintaining engineering guidance and standards to ensure compliance with statutory requirements and the Council’s strategic objectives.
Qualified in an engineering related subject, with current membership of a professional institution and significant experience of working within an engineering environment. This role will have proven ability to deliver quality technical engineering advice and guidance to both internal and external partners. An ability to build good working relationships is essential to success in this role.
Accountabilities
Supports the delivery of multi million-pound programmes and project Portfolios, ensuring compliance with programme and governance standards, across the range of capital projects.
Delivers professional advice and quality engineering research to develop and implement continuous use and understanding of engineering design, strategies, sustainable policies and standards.
Manage the viability and feasibility studies programme and the preparation of employer’s requirements to meet programme deadlines and project budget, advising on timelines, risks and constraints. Delivers contingency plans to mitigate any risks to delivery.
Responsible for ensuring appropriate building engineering expertise is provided by appointed external Design Services providers and quality technical engineering and specification is provided to the site based Quality Inspection Team.
Responsible for the development and maintenance of quality engineering guidance and standards in consultation with stakeholders, which comply with statutory requirements and support the Council’s strategic objectives. Ensures this information is available to external Engineering Services providers.
Evaluate technical quality of engineering documentation and associated specifications, produced by appointed external Engineering Services providers at prescribed review milestones. Provides constructive feedback to encourage the utilisation of best practice without impacting on project outcomes.
Leads the effective investigation and resolution of apparent or alleged engineering defects whilst minimising the impact on customers.
Responsible for the delivery of services, ensuring that performance is clearly defined in terms of benchmarked outcomes and short, medium and long term business, budgetary, performance and quality targets.
Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
· Educated to degree level, HNC or equivalent in engineering related subject is desirable, or equivalent by experience.
· Evidence of continuing professional development and expert knowledge in relevant professional area and membership of a professional institution. CIBSE, IET, IMechE, etc.
· Experience of working within a multi-disciplinary engineering environment.
· Research into and/or statement of specification standards.
· Proven track record of assessing mechanical and electrical design solutions and make value based decisions.
· Commercial and business development skills with a track record of maximising income generation opportunities.
· Good leadership skills with an ability to build strong relationships and partnerships which encourage collaboration and engender delivery.
· Experience of delivering cultural and organisational change in a complex environment.
