Job Summary/Purpose
To provide overall coordination and support to the delivery of major infrastructure works [INFRA], services and residential parcels [PARCEL] to a large multi-phase development. The INFRA are bespoke deliverables that are not delivered by the BU departments.
The role will involve tracking of planning conditions, s106 obligations and BU objectives. The APM will lead on several INFRA phases at differing stages and support the Project Director on the site wide deliverables ensuring both INFRA and PARCEL works are aligned.
Primary Responsibilities
General Project Co-ordination
* Track against the master programme and highlight any risks
* Managing INFRA Planning Conditions – Hybrid and RMA conditions.
* Coordination of INFRA works and PARCEL works delivered separately by the BU teams
* Key TWSE project contact and liaison representative
* Organising, preparing and chairing monthly stakeholder meetings tracking actions and taking minute meetings
* Responsible for the Site Wide risk register
* Attending and updating project Consultant Team meetings and stakeholder meetings
* Monitoring project costs and supporting on PLA’s, cost plan updates and Land Viability exercises
* Assist the Project Director and senior manager team in producing a long-term plan for the delivery of The Site
* Structure, lead and be responsible for the Project Folder and managing information
Infrastructure Delivery
* Deliver INFRA projects including but not limited to 2FE school, Local Centre, Sports Pavilion, Energy Hub, SANG, SANG Café, Accesses, Mobility Hubs
* Assist in procuring design and build contracts to deliver s106 facilities and buildings following all processes and procedures
* Tracking INFRA s106 triggers and subsequent payments
* Assist with the progress of planning permission and internal sign off of infrastructure deliverables
INFRA Design
* Liaising with INFRA Consultant team to ensure design information for infrastructure works is prepared to programme
* Undertake INFRA design reviews to ensure designs are “best value” solutions and coordinated with PARCEL interfaces
* Ensuring relevant technical approvals are in place for INFRA
* Obtain detailed quotations for consultant work and place relevant orders with the consultant team in line with the fee budget
* Draft scope of services for INFRA services
* Liaison with the infrastructure team, consultants and statutory authorities to ensure progress on off-site improvements and requisition is completed to programme
* Liaise with CDM-C and Principal Designer to ensure relevant TW procedures are followed and relevant documentation prepared, and obtain necessary Health and Safety documentation and approvals for any contractor appointed to infrastructure works in accordance with TW HSE/CDM Procedures and TW HSE Manual
INFRA Site Monitoring
* Track invoices against Purchase Orders and the site-wide fee budget
* Assist the project team in overseeing the groundworks, landscape and other contractors working on infrastructure as a client representative
* Ensure all necessary pre-construction health and safety documentation is in place by supporting the Technical Manager and the Principal Designer GHPC.
* Monitor housing completions by all developers and ensure regular updates are kept to inform programme development and s106 compliance
* Monitor the constraints such as ecology, archaeology and footpath diversions that are addressed in the infrastructure programme and relevant works are undertaken
* Assist with external communications by working with the onsite contractors, site security, IR Coms and PR consultant.
Experience, Qualifications, Technical Requirement
* Degree / HNC / HND or equivalent preferred
* AutoCAD / other Software experience preferred
* Significant experience in housebuilding or major infrastructure
* Driving Licence
* Microsoft Project
