The Role DIO Estates currently has an opening for an experienced Senior Manager to join the Programme Management Office and lead the Data Management and Corporate Reporting Team (DMCR). The successful candidate will have the opportunity to work on a diverse range of projects, delivering challenging and engaging workstreams. In this role, you will be responsible for overseeing the data governance, data management, and corporate reporting functions within the Estates department. Your main focus will be on designing and implementing projects/strategies to ensure data integrity, compliance, and improved accessibility. Additionally, you will provide strategic insights through robust corporate reporting. Collaboration with senior leadership, business units, and technology teams will be essential in driving data initiatives and supporting data-driven decision-making. Job description Main Responsibilities This role requires a dynamic and proactive leader with a proven track record of success in driving continuous improvement. The ideal candidate will have a comprehensive understanding of leveraging business data to inform senior decision-making, as well as a strong knowledge of IT systems and their underlying mechanisms. They will be adept at using this knowledge to drive tangible outcomes. Additionally, they will excel at bringing together diverse expertise and maintaining a practical delivery focus that yields results. As an experienced senior manager your main responsibilities will be: Collaborate with senior leadership to promote a data-driven culture, fostering data literacy and advocating for data as a critical asset and manage communications to share best practice and information, developed to promote the Estates brand. Engage Stakeholders/Customers and improve our output based on their feedback. Oversee the delivery of corporate reports, dashboards, and KPIs that provide actionable insights for executive leadership and key stakeholders both internal and external, working closely with business units to understand reporting needs and translating them into technical requirements, and ensure timely and accurate delivery of reports. Implement data stewardship programs, to drive ownership, accountability, and consistency in data handling. Drive initiatives to improve data architecture and system use, in collaboration with the CIO (Chief Information Officer) and deliver effective training across all Estates Functions. Implementing a continuous training and development programme for our technical staff, enabling good use of the IT systems within the area. Improve and validate data reliability and accuracy providing information on data source/ limitations where applicable and drive the development of self-service reporting capabilities, empowering business units to access and analyse data independently and implement analytics and reporting tools, aiming for industry best practice. Stay informed on industry trends, emerging technologies, and best practices in data management and corporate reporting and drive innovation in data processes, exploring new technologies to enhance data quality and reporting capabilities. Foster a culture of continuous improvement within the data management team, encouraging team members to seek innovative solutions to business problems. Location The role will be based at any of the stated locations and the successful candidate will be expected to regularly attend their chosen location for face-to-face meetings and collaboration. Alongside the advertised locations, other DIO locations may be considered and offered providing that it meets the business need of the post. DIO Business Area Estates The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000 ha). This is complemented by a significant UK Defence presence overseas. Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers. The Team The Estates Programme Management Office (PMO) is a pan-Estates team, which supports the Estates delivery programme and its delivery teams via centralised Data management, corporate reporting, and Business Management. The Data Management and Corporate Reporting team (DMCR) sits within the Programme Management Office and is accountable for the collation, organisation, and management of Estates data so that it is available for analysis in supporting business decisions and corporate reporting. The DMCR has Subject Matter Expertise (SME) in: Data Management, and improvement, the use of IT solutions to generate efficiencies, risk, and lease accounting. Person specification Essential Experience: Please use examples to demonstrate relevant, suitable experience and knowledge at an appropriate level in Data Management and leadership of teams, including: Data Improvement: Leading strategic data improvement/ management initiatives. Comfortable with leading transformational projects and fostering an adaptable culture within the team. Data Interpretation: Understand key data requirements and the use of this to drive business improvement strategies using project / change management approaches. Leadership and Development: Proven experience in managing, mentoring, and developing high-performing teams. Desirable Experience: Familiarity with MOD data management and IT systems. Project management and/ or Change management experience. Technical Skills: Proficiency in data management software, data warehousing tools, BI platforms and a knowledge of data governance frameworks and practices Experience in Data related roles: e.g. data management, data governance, business administration and reporting roles.
