Description:
To review the Stadium Life Cycle Analysis report delivered by Burro Happold in 2024 and implement the agreed capital expenditure plans. To provide the Scottish FA with building services expertise across the fields of Structural Engineering, Building Surveying, Mechanical and Electrical Engineering Systems, Contract Administration, Procurement and ensure Stadium compliance in line with relevant Licenses, Regulations and Codes of Practice.
Key Responsibilities:
1. Review and understand the Burro Happold Lifecycle Report carried out in 2024.
2. Develop a suitable programme of works as a result of the Burro Happold report, prioritising activities considering the stadium calendar of events, current maintenance regimes and budgets, with safety and compliance as paramount factors.
3. Develop an understanding of the Stadium enhancements required as a result of Euro 2028 and the UEFA Stadium and Tournament Requirements.
4. Procure, manage and deliver the required enhancements for Euro 2028 in line with the Project Plan and the Tournament and Stadium Requirements.
5. Support the Facilities & Maintenance Manager with smaller projects.
6. Work with the Safety & Operations Manager and Facilities and Maintenance Manager to ensure all required reports as per the General Safety Certificates are complete and actions managed accordingly.
7. Collaborate with the Health, Safety & Compliance Officer and Facilities and Maintenance Manager to ensure all building services are maintained as required by Regulation and Codes of Practice.
8. Liaise and advise the relevant areas within the Stadium Operations Team and SFA advisors as required.
9. Attend Stadium maintenance meetings as necessary.
10. Organise documents for tender, appoint contractors, designers and procurement routes for all projects.
11. Project manage all projects within the stadium and on the stadium footprint, both for business as usual and in relation to Euro 2028, including high value projects such as Fire Alarm Upgrade, Heating Plant upgrade, CCTV upgrade and PAVA upgrades.
12. Handle Planning and Building Warrant applications and advise on property legislation and building regulations.
13. Provide Management and Board reports as requested, including financial forecasting. Support and advise on any specific projects as reasonably requested by the Head of Stadium Operations.
Skills, Knowledge & Expertise:
1. Proven experience managing complex Buildings and/or Stadia refurbishment programs.
2. Proven track record in Building Services.
3. Contract Administrator experience.
4. Experience working within limited budgets and finding cost-effective solutions.
5. Health and Safety knowledge in relation to Construction projects including Construction (Design and Management) Regulations.
6. Relevant experience of projects of all sizes from small to large involving a varied number of stakeholders.
