Aboutthe Team
The Energy and TransportTax (ETT) team is an encouraging and friendly team whose work is atthe heart of balancing HMT’s fiscal, economic and environmentalobjectives. The team is responsible for taxes collectively raisingaround £50bn through transport, oil & gas, energy & carbonand environmental taxes, including developing novel and complexpolicies such as the new Carbon Border Adjustment Mechanism (CBAM).As a result, the team’s work covers a broad range of high-profilepolicy areas that get significant amounts of ministerial and publicattention, particularly in light of the Government’s Net Zeroagenda.
We are an outward-facing team, whosework involves significant and varied customer engagement, bothdirectly with businesses and with trade associations, businessrepresentative groups and environmental and tax policycollaborators. The team also works very closely with otherGovernment departments, especially DESNZ, DfT, HMRC, Defra, andDBT, as well as with colleagues across HM Treasury, particularlythose working on energy & transport spending, infrastructurepolicy and internationalpolicy.
Aboutthe Job
This is an exciting,varied and high-profile role, which will involve leadership,strategy and policy development across a broad portfolio, workingclosely with key partners such as HMRC. It will involve significantengagement with Ministers, senior officials within HMT, othergovernment departments and senior partners from businesses andinternationalorganisation.
Keyresponsibilities are set outbelow.
1. Providing jointinclusive and encouraging leadership to theBranch.
2. Advising and supporting the Chancellorand Exchequer Secretary on all issues related to carbon and energytaxes.
3. Working closely with DESNZ, DEFRA, DfTand the Devolved Governments to own the development andimplementation of the Emissions Trading Scheme (ETS), thegovernment’s key lever to drive cost-effective industrialdecarbonisation.
4. Being responsible for thedevelopment and delivery of the new Carbon Border AdjustmentMechanism. Working closely with HMRC and trade colleagues in theCBAM Virtual Team, finalising the design of the tax and implementit in a way that balances international and domestic priorities,and works cohesively with the government’s wider strategy on carbonleakage.
5. Developing and advising ministers onthe case and options for strategic reform of energy taxation andensuring current existing reliefs provide value formoney.
6. Representing the UK’s interests at theOECD’s Inclusive Forum for Carbon Mitigation Approaches, the OECD’sflagship initiative on globaldecarbonisation.
7. Building collaborativerelationships with counterparts and seniors in other governmentdepartments, the EU and in businesses. Ensuring HM Treasury’sdecision-making is informed by robust evidence and that thegovernment’s objectives and policies are communicatedclearly.
