The main duties of the role are: Plan, organise and implement the pharmacy workforce element of the ICB Medicines Optimisation long-term, 5-year, strategy and the ICB pharmacy workforce case for change priorities, at locality level and adjust plans to changing priorities. Implement the people directorate ICB Education and Training plan for the pharmacy workforce and the objectives that support the delivery of the ICB 5-year workforce strategy, at locality level. Research, develop, co-ordinate and support implementation of a service development for a training and education deanery style model for early years pharmacy staff across the system; supporting staff to rotate across the system and in all sectors of pharmacy. Support the planning and delivery of training and development programmes for pharmacists and pharmacy technicians across the system from trainees and through the career progression to consultant level. Collect from various sources, analyse, judge and interpret data to understand the all-sector and roles, system wide baseline pharmacy staff workforce and potential future trends, taking into account age and gender, for example, and often in incomplete or absence of some data such as community pharmacy. To use the analysis to understand the workforce gaps, challenges, and priorities for the locality. Horizon scan and undertake onward planning to ensure continued strategic alignment to national, regional and local overarching aims and ambitions. Support the writing of business cases, option appraisals and EOI documents, often requiring prolonged periods of concentration. Support increasing the number and quality of DPPs, including within the pharmacy profession, across the locality to support trainee pharmacists to be skilled prescribers and practitioners. Consider policies and strategies that impact on the pharmacy workforce and how they influence the role or plans. For example: ICB Medicines strategy, ICB people strategies, ICB workforce and training plan, NHS Long Term people plan, RPS Transforming the Pharmacy Workforce in Great Britain handbook and the GPhC standards for education and training. Participate in and support the organisation of the ICB Pharmacy Workforce Development group that reports to the ICB Integrated Medicines Optimisation Committee (IMOC) and the ICB Strategic Training and Education Committee (STEC). Support implementation in locality of new pharmacy services to integrate the pharmacy workforce in community, general practice, PCNs, community services, specialist and secondary care. In the locality, support the pharmacy workforce to be trained, developed and productive to undertake the services they provide. Collaborate across the wider ICB Medicines Optimisation team and with other ICB pharmacy workforce leads, NHS Trusts, PCNs and community pharmacy to ensure consistency, sharing of best practice and team productivity. Engage and collaborate with all key stakeholders including, Universities, regional NHS WT&E, LPC, LPN, community pharmacies, NHS trusts, general practice, PCNs and Lancashire and South Cumbria Training Hub, for example. Engage and collaborate with colleagues in the ICB people directorate to ensure reporting on pharmacy workforce projects and attend meetings as necessary. Work across the system and locality to support recruitment, retention, and the development of cross-sector posts across organisations. Support with identifying sources and writing of business cases and EOIs to secure funding for projects and priorities. Ensure the uptake and best use of all funding offers from NHSE for staff training and development. Develop a process for understanding the numbers of DPPs, where the gaps are and how to increase numbers to support trainee pharmacists. Lead and deliver on projects of work aligned to the pharmacy workforce strategy. Work collaboratively with the Training Hub and Trust education and training leads to support engagement with university undergraduate placements. Work collaboratively with the regional NHS WT&E team to support priorities for trainee members staff and the pharmacy workforce training and education requirements right through career pathways including to the development of consultant pharmacists and specialist pharmacy technicians. Develop workforce policies and documents to support cross-sector working and training and education, to ensure legislation and professional standards are followed. Implement national strategies that pertain to pharmacy workforce. Develop and implement change in systems used for developing the pharmacy workforce. Lead at locality and support the integration of Medicines Optimisation and Pharmacy across the system. Develop or collaborate in research and audit programmes to review aspects of pharmacy workforce. Identify and lead on projects across the ICB and integrated care system, working with the Medicines Optimisation teams, workforce leads in other localities and associated trusts and PCNs as needed. Identify and lead on projects in the locality where there is a need specific to the locality considering if the need is applicable to other localities. Deputise for the ICB Pharmacy workforce and integration lead as required, including attending and chairing meetings.
