Job summary
1. To operationally manage the Primary Care provision at HMP Aylesbury to ensure an equitable service to that in the community
2. Responsibility for Clinical Leadership in primary care and public health
3. To deputise for the Head of Healthcare when required
4. To ensure that the highest quality, evidence-based service is provided
5. Coordinate the healthcare provision across the whole prison establishment
6. To ensure flexibility and efficiency and manage the service within the allocated resources
7. Through effective leadership, and in partnership with others, develop and evaluate the healthcare provision
8. To lead on other portfolio responsibilities connected to the development of the service, working collaboratively with key partners
9. Responsibility (including Managerial responsibility) for security within the Healthcare facility and any other areas of practice within the prison
10. Responsibility (including Managerial responsibility) for prisoner care as a specialist Healthcare Practitioner for Primary Care and Public Health
11. Responsibility for the management of the primary care team including those staff employed by different provider organisations or those working within healthcare through contract management arrangements
Main duties of the job
12. Responsibility for and to lead the use of evidenced based care in negotiating, assessing, planning and evaluating patient's healthcare
13. Develop and manage specialist clinics for the management of Chronic Disease
14. Lead and manage the healthcare response to medical emergencies within the prison
15. Seek specialist advice from other healthcare professionals to develop comprehensive care packages when needed
16. Undertake and supervise assessment of suitability of patients to be transferred or released
17. Ensure comfort and personal appearance, hygiene and nutritional needs of patients are met
18. Use specialist knowledge and expertise to make clinical decisions and to influence the decisions of other Healthcare professionals
19. Undertake and supervise triage to determine clinical priorities and potential need to admit to the Healthcare Inpatient Facility
20. Respect patient's individuality and maintain their privacy within the constraints of the custodial environment and ensure that others uphold this principal
21. Supervise the support of patients to address issues which affect their own health, behaviour and social welfare both reactively and proactively through health promotion activities
22. Liaise with prison officers, and with patient's consent, external Healthcare providers regarding the discharge pathway of patients from Healthcare including the management of case conferences
23. Develop evidenced based clinical policies and procedures

Job responsibilities
24. Act as Professional Lead and provide support to all members of the Healthcare team
25. Working with the Mental Health lead, assume operational responsibility for Healthcare services making autonomous decisions where necessary to ensure the effective delivery of services
26. Be responsible for setting the professional standards expected from team members communicating this to them and monitoring these
27. Represent the Healthcare Department in other forums including multi-agency groups, initiating and leading these where required
28. Provide cover in the absence of the Head of Healthcare, acting up as the operational manager if required
29. Undertake duties as part of the managers on call rota
30. Be aware and comply with the relevant Code of Professional Conduct and ensure qualified staff work within their Professional Code of Conduct
31. Be responsible to keep up to date with national and local issues and lead on implementation of service developments within Offender Health.
32. Work collaboratively with domestic teams/services to ensure a safe, clean environment is maintained
33. Ensure infection prevention and control practices and policies are implemented and adhered to
34. Ensure monthly monitoring of HCAI rates, standards of cleanliness and hand hygiene audits are carried out and data is made available for quarterly reporting to the Trust Board
35. Manage work load based on flexible principals and to be able to prioritise care based on skill mix available
36. Investigate and respond to complaints, litigation claims and queries from patients, staff or other external agencies
37. Investigate and respond to datix incident reports and complete a monthly report for the Head of Healthcare
38. Investigate Serious Incidents (SIs) and complete associated reports as required
39. To manage the environment within the Healthcare facility
40. Manage a devolved budget following financial regulations
41. Provide accurate and timely performance data on team activity as required
42. Contribute towards the establishment of a no blame culture
43. Ensure that all human resource issues are met in relation to race relations and equal opportunities
44. Undertake regular supervision and appraisals to ensure professional development of staff within your jurisdiction
45. Actively participate in the recruitment and retention of nursing staff by reviewing applications and sitting on interview panels ensuring compliance with Human Resource policies and procedures and mandatory training requirements
46. Provide leadership and management to staff, including dealing with performance, disciplinary and grievance matters as required
47. Co-ordinate annual leave and training, in accordance with policy to ensure adequate staffing for the continued effective functioning of the team
48. Develop and implement operational policies and procedures ensuring that staff work within them at all times and review as appropriate
Manage the production of the 24 hour off duty rota for healthcare, ensuring all aspects of the service are met in full, taking into account the skill mix available and within identified financial constraints and ensure that e-rostering is updated accordingly
