Job Purpose
Manage the effective repair and maintenance of the fleet, including heavy, light, mobile plant, and trailers. Daily management of a team of mechanics and support staff to ensure the workshop is efficient and compliant with all legislation. Ensuring all operational requirements are met by working closely with our internal departments, external suppliers, and sub-contractors. Ensure the vehicles are all maintained, inspected, repaired, and quality checked to meet the requirements of the Operators Licence scheduling, reactive maintenance, and MOT's. MOT pass rates of 92% minimum national average.
Duties and Responsibilities - Job Specific
1. Lead on the training and resources required to maintain and repair Electric Vehicles in our transition towards carbon neutral Fleet.
2. Plan, control and monitor the work of transport maintenance staff, implementing maintenance standards and setting priorities.
3. Ensure that all reported defects are assessed and repaired to maintain roadworthiness of all vehicles, rented vehicles, and plant in a timely manner.
4. Liaise with all service/line managers to ensure that maintenance and service regimes are undertaken in a timely manner in accordance with legislation.
5. Ensure that vehicle and plant records are maintained, ensuring a complete record of service and repairs carried out in the workshop and with external contractors are compliant with DVSA and audit requirements. Ensuring the Fleet management systems are up to date at all times.
6. Ensure all Fleet vehicles and ancillary equipment are maintained in compliance with relevant legislation including Construction and Design regulations, Road Traffic Act, PUWER, LOLER, and all Health and Safety legislation.
7. Ensure good communication/feedback is maintained when dealing with customers, VOSA, or any other duties, ensuring the Fleet Manager is fully informed.
8. Ensure that the workshops, surrounding areas, tools, equipment, and facilities are maintained in a clean and safe condition, ensuring compliance with all Health and Safety standards and maintenance/calibration checks are up to date.
9. Prepare and supervise the preparation and completion of job tickets for all works undertaken; planning, organizing, and recording the supply of spare parts, including tyres and materials.
10. Liaise with vehicle, plant, and equipment manufacturers, suppliers, motor factors, and local garages to optimize the efficiency of vehicle, plant, and equipment maintenance.
11. Control spending.
12. Ensure all vehicles and keys are accounted for and any VOR systems are applied and all paperwork in relation to vehicles is dealt with and recorded.
13. Ensure appropriate controls and procedures are in place and adhered to for Tyres, Wheel security, Brakes, and Steering.
14. Complete accident reports and update RAMS.

2. Compliance with the Authority's Policies and to make known to Senior Officers any areas which are not adequately covered.

4. Health & Safety practices and RAMS within the daily operations, sharing responsibility for H&S across the department, directorate, and Authority as a whole.
5. Required to give information relating to yourself in order that the Authority may carry out its duties, rights, and obligations as an employer. The Authority will process and control such data principally for personnel, administrative, and payroll purposes.
6. Required to undertake any other reasonable task, within your grade, determined by your Line Manager or Head of Service.
7. Be aware of the Corporate Safeguarding Policy and the responsibility to report any concerns in the correct manner and timescales.
PERSON SPECIFICATION
Essential to have:
1. Minimum Level 3 HGV repair and maintenance or equivalent with a minimum of 5 years relevant experience.
2. Minimum 3 years post qualification experience in testing and inspection for MOT on LGVs and HGVs, or equivalent experience.
3. Valid drivers CPC and digi tacho card or commitment to gain within 12 months.
4. Health and Safety qualifications and the ability to apply them to the environment.
5. Supervise the learning of modern apprentices and less experienced team members (or to work towards developing these skills).
6. Manage a team and instill a culture of safety, good practice, quality, and performance.
7. Leadership and Management qualities.
Desired to Have:
1. Level 3 HGV Electric Vehicles maintenance/repair.
2. LEVEL 4 NVQ advanced in Heavy vehicle mechanics.
3. Managers CPC and fleet management and Operators licence experience.
Job Related Knowledge and Skills
1. Understanding of Provision and Use Work Equipment Regulations 1998, Lifting Operations and Lifting Equipment Regulations 1998 and its relationship to Fleet maintenance and repair.
2. Develop a team and environment that test and repair Electrical Vehicles safely to industry standards - or willing to learn.
3. Ensure the correct usage of equipment to diagnose/fix complex faults, including electrical testing and fault finding within current regulations.
4. Manage and monitor the safe use and competence of a wide range of tools.
5. Monitor performance of the workforce and implement systems that maximize output, meet operational needs, compliant with DVSA requirements by effective communication.
6. To complete and keep current RAMS and instill good working practices.
7. Maintain a compliant fleet under the Ministry of Transport requirements.
8. Able to communicate in English and Welsh is essential.
