Job Description
Job purpose
The Project Manager will support the Adults and Health Directorate to deliver programmes of strategic significance to the Council by managing a portfolio of projects to facilitate innovation and improve the efficiency and effectiveness of services and functions across the Directorate.
The post holder will engage with partners and other stakeholders to gain agreement and commitment to delivering change and co-operation and resources to successfully deliver service improvement. The post holder will lead and manage project teams in determining business requirements, defining and scoping change initiatives, managing risks and issues and effectively delivering agreed changes.
Transformational change will be delivered through a range of approaches, including user-centred design, that enable the Directorate to further build on its strengths-based approach. Activity will involve introducing new methods of working, making the best use of people, maximising the use of technology and re-engineering business processes, ensuring that objectives are delivered on time, within budget and to expected levels of quality.
The post holder will support continuous improvement initiatives through contributing to cross Council projects and collaborative working with partners across the health and care sector.
Responsibilities
* Lead and manage major projects that support the strategic priorities of the Council and Directorate. This will involve project initiation, scoping, planning and control of transformational project activities and deliverables.
* To ensure that all business systems and processes developed maximise the use of people, assets, technology and business information, so that maximum efficiency gains are achieved.
* Manage change through analysing current practice, with a view to providing recommendations and driving the project through to implementation.
* Manage competing priorities, ensuring consistency of approach, with a key focus on delivery and quality.
* Advise senior managers/ elected members as required on matters of policy and strategy.
* Prepare and present briefings and reports at a strategic/policy/political level within the Council.
* Prepare reports, policy documents and publicity, and to deliver these in ways that meet the needs of different audiences.
* Lead and manage meetings, including working groups, as required, including agenda planning and preparation, attendance at meetings and taking minutes where appropriate/required.
* Manage effective stakeholder involvement and completing appropriate documentation when major deliverables and key milestones are due.
* Undertake line management of project-based staff and manage teams of project officers in respect of specific projects. Responsibility for all HR management functions.
* Work in partnership, and build good working relationships, with other Council Directorates and external bodies as required.
* Keep abreast of developments, internal and external, which have strategic implications for the transformation agendas for Health and Adult Social Care services, and the Council as a whole.
* Carry out all assignments with minimum direct supervision, and in accordance with specified work programmes, project briefs, and timetables.
* Deputise for Senior Managers, and other colleagues, as and when required in their absence.
* Maintain a high level of confidentiality.
* Work within all relevant policies, procedures and systems established corporately by the Council or locally by the TASC Agenda and, in particular, to support the Council’s Equal Opportunities Policies.
* All other duties considered commensurate with the post.
Essential requirements

* Significant experience of leading and managing major projects involving cultural change around people, processes, budgets and technology using formal project management techniques and of reporting recommendations in a variety of formats.
* Substantial experience of writing reports and delivering presentations to a very high standard.
* Significant experience in leading and managing multiple projects with a key focus on delivery.
* Experience in identifying roles and resources needed to deliver projects.
* Significant experience of line managing project teams to deliver successful change.
