The postholder must be qualified as a public health specialist and be on the GMC, GDC or UKPHR specialist register and maintain registration according to UKPHR/GMC rules. You will provide public health expertise for improving health outcomes and reducing health. inequalities through delivery of action, influence and advice to the Council, NHS and other wider system partners. Working to the Assistant Director of Public Health you will inspire development of innovative solutions and influence action that supports continuous improvement in health and wellbeing. You will be expected to work within and across organisations, be able to influence budgets held by those organisations as well as advocate for change effectively. You will also support the Director of Public Health to discharge the Councils statutory public. health responsibilities and oversee the management of associated resources and staff. You will support Public Health workforce development including undertaking supervision for Public Health Registrars and staff seeking professional registration. This is a senior appointment within the Council and the postholder will be expected to demonstrate strong leadership and change management skills. The postholder will be expected to operate across all domains of Public Health and in establishing the scope of post will complement consultant portfolios across health protection, health improvement, health intelligence and healthcare Public Health. To work in partnership with stakeholders across the council, NHS and wider City partners to improve and protect health and wellbeing outcomes for the population of Hull and reduce health inequalities. The postholder will be expected to work in close partnership with other senior members of the Public Health team. Ensure the delivery of the public health mandated services such that the full range of benefits are delivered to residents of the authority. This will include taking responsibility for the relevant outcome indicators within the UKHSA, OHID, NHS (and Social Care) Outcome frameworks and working across organisational boundaries. Ensure development and maintenance of systems and processes to enable the authority to work with partners to respond to major incidents including health protection threats. The post holder on behalf of the authority and the DPH will lead on those aspects that the Secretary of State delegates to the authority. They will ensure that partner organisations (UKHSA, OHID, ICSs and NHS England) have appropriate mechanisms to enable surge capacity to be delivered as and when required. To lead work across all Council directorates as well as influencing partnership boards (dealing with health determinants) to maximise health improvement opportunities and the reduction of inequalities in health outcomes amongst residents, both currently and for future generations. Work across the entire Council, NHS bodies and other partner agencies together with influencing private sector, voluntary sector and community sector organisations that can impact on health, both currently and into future generations, and influencing the attitudes and behaviour both of professionals and of the population generally. Hull City Council delivers services to the population of Hull and is working to a comprehensive Community Plan, Health and Wellbeing Strategy and Council Plan. Across these key strategies we have a clear and consistent ambition to create A fairer Hull where everyone benefits from real and sustained improvements in health and wellbeing. The Public Health Directorate in the Council includes the Public Health Team, Public Protection, Adult Social Care and Citysafe. The Assistant Director of Public Health holds managerial responsibility for the public health team and Public Protection function including Food Safety, Environmental Regulation, Trading Standards and Licensing. The postholder will be a member of the public health Senior Leadership Team. In developing strong relationships with a wide range of partners to influence policy and service delivery that has greatest impact on population health you will operate within a framework of partnerships providing specialist public health expertise and supporting strategy delivery. These include Cabinet/Portfolio holders, Senior Management Team, Local NHS bodies, the VCSE, UKHSA, OHID, Health and Wellbeing Board, Local Resilience Forum, NHS England, the public and the media. 4.4 You will provide public health advice to relevant boards and committees and partnership structures, influencing the development and delivery of equitable, citizen focussed and effective health and care services and contributing to regional and national policy development through the Faculty of Public Health, ADPH, the LGA, UKHSA and OHID. The post holder will be required to manage a small number of staff and will report managerially to the Assistant Director of Public Health and professionally to the DPH. The post holder will be an active member of the Public Health Senior Leadership Team. The post holder, working with the DPH and senior leadership team, will be expected to make best use of both public health departmental resources, as well as influence the resources in the Council and our wider partnerships as a whole.
