About The Role
PD&MS Group have a great opportunity for a Principal Technical Safety Engineer to join our progressive Technical Safety Engineering team based in Baku on a full-time, long term contract basis.
The Principal Technical Safety Engineer is required to lead project specific technical safety aspects of project development and engineering providing technical support both on and offshore.
As the Principal Engineer, you will:
1. Be a citizen of Azerbaijan
2. Manage work in accordance with Company, and where appropriate client, processes, procedures and systems to acceptable standards
3. Mentor project safety team as required
4. Ensure an appropriate level of interface and engagement with project team and the client
5. Participate and lead (when required) technical decision making process related to safety engineering
6. Ensure as far as practically possible all assigned work is carried out in compliance with agreed budget and schedule and manage any changes to same
7. Ensure that project safety team work output complies with the relevant good engineering practice, recommended practices, standards and guidelines, international legislation
8. Provide safety engineering advice and support to specific projects, ensuring safety engineering aspects of routine support are delivered in an appropriate timescale
9. Be aware of changes in regulatory requirements and revise requirements to comply
10. Participate in the technical decision-making process relating to Safety Engineering
11. Perform checking and approval of project safety engineering reports and drawings
12. Maintain cost and project focus at all times
13. Interface and engage as appropriate within Process team, and with other disciplines
14. Deliver high quality technical work
15. Develop specifications, terms of reference and scopes of work for relevant safety engineering studies and modification work
16. Organise and facilitate HAZOP, PHA, HAZID Reviews, risk assessments and other safety engineering reviews
17. Advise project disciplines of requirements to comply with legislation, corporate/group standards and guidance
18. Execute workscopes in compliance with agreed budget and schedule
19. Facilitate QRA and consequence analysis
20. When required, prepare estimates and assist in the review of proposed schedules
21. Provide technical assistance to other disciplines as required
22. Safety Studies such as dropped objects, EERA, ESSA, SIL Study, Fire Risk Assessment, etc.
23. Participate as necessary in discussions with Clients and visit job sites as required
24. Deliver clear concise safety engineering information both written and verbal to project team
25. Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner
26. Adherence to the company integrated management system
27. Compliance with quality assurance, health and safety and environmental policies
28. Demonstrate and promote PD&MS QHSE principles and lead by example.

About You
You’ll have experience of:
1. Significant, demonstrable experience in Detailed Design Engineering and Engineering Checking
2. Relevant engineering experience in the offshore oil & gas industry
3. Detailed understanding of all Engineering disciplines
4. Familiarity with SCR, DCR, PFEER, and other Regulations
5. Demonstrable experience in developing Safety Studies
6. Thorough knowledge of risk assessment techniques and demonstrable experience in organizing and, where appropriate, facilitating/chairing HAZOP, HAZID, safety engineering risk assessments, and reviews
7. Relevant and appropriate operational major accident risk industry experience (oil and gas/chemical/nuclear, etc.)
8. Thorough knowledge of Safety Case Regulations

Qualifications:
1. BSc or equivalent in relevant Engineering or Science discipline
2. Chartered Engineer status preferred
3. Competent in the use of MS Office applications
4. Strong written and spoken English
5. Knowledge and understanding of relevant Oil & Gas Industry Codes and Standards
6. Understand the application of Autodesk Design products
7. Survival BOSIET/FOET with CA-EBS & MIST (advantageous)
