About Us
The Ebbsfleet Development Corporation was established in 2015 to speed up the delivery of up to 15,000 homes and create a 21st-century Garden City in Ebbsfleet, North Kent. As planning authority for the Urban Regeneration Area, as well as landowner for a number of key sites across Ebbsfleet and surrounding communities, the Corporation has ambitions to:
1. Facilitate the delivery of up to 15,000 new homes of all types and tenures.
2. Champion the creation of many new parks and open spaces, as well as a network of green corridors.
3. Drive forward a new public transport network, with major road infrastructure improvements made to support the growing community.
4. Provide a platform for thousands of new jobs and opportunities for the local workforce.
5. Deliver Ebbsfleet Central, the major urban heart of Ebbsfleet Garden City.
The Role
The Procurement and Contracts Manager will be responsible for advising and supporting procurement and contract management processes whilst ensuring internal stakeholders are aware of procurement processes and comply with internal policies and regulation. The role will also advise the Chief Executive and Directors on relevant legal and regulatory requirements relating to public procurement and contract management, including government functional standards and ensuring policies reflect these and best practice. The duties for this role include:
1. Advising stakeholders on all matters relating to procurement projects and ensuring internal policies and external public sector regulation is adhered to.
2. Managing or supporting end to end procurement projects including preparation of procurement documentation, RFQs, tender briefs and ITT's.
3. Keeping up to date with procurement regulatory changes (e.g. Government Procurement Policy Notes (PPN)) and best practice, and providing advice to the Chief Executive and Director of Corporate Services on consequential changes required to EDC internal policies and practice.
4. Maintaining an overview of the Corporation's end-to-end procurement and contract management process and procedures and ensuring these are up to date.
5. Maintaining a forward view of procurement works and projects in order to ensure adequate resource is available to manage workloads.
6. Maintaining and developing the Contract Register.
7. Line management of the EDC Procurement Officer.
The Person
To be considered for the role you will need to have previous experience in a senior role within procurement and have full membership of the Chartered Institute of Purchasing and Supply (MCIPS). You will need to have experience and hands-on knowledge of Public Sector Procurement regulations and also have contract management experience. Some experience in construction procurement as well as knowledge of JCT and NEC 3/4 would be an advantage.
