We have an exciting opportunity for a Policy Analyst (Grade 11) to join the EMRS Team on a 24 month fixed-term contract (FTC).
Team Overview:
EMRS was appointed to act on behalf of the Low Carbon Contracts Company (the CFD Counterparty) and the Electricity Settlements Company (the CM Settlement Body) to provide settlement services for the Contract for Difference (CFD), Nuclear Regulated Asset Base (RAB) and the Capacity Market (CM).
As the EMRS Policy Analyst your role is central and key in assessing changes to the Capacity Market Rules, Contracts for Difference and associated policies and regulations. As a Policy Analyst within the EMRS team you will work closely with the EMRS Change, Design, Test and Operational teams to ensure that regulatory and operational changes are scoped and delivered within agreed timeframes.
Reporting to the EMRS Head of Delivery you will be responsible for collecting, analysing, interpreting and presenting evidence to form comprehensive policy proposals and assessments of rules, code and policy changes which impact the Capacity Market and Contacts for Difference Schemes.
You will collaborate with the Elexon Market Insights, and Capacity Market Advisory Group teams to support the formation of EMR Settlement and Elexon’s strategic positions, preparing and coordinating consultation responses, supporting the Senior and Executive leadership teams, and Board in their engagement activities. You will provide advice to DESNZ, DBT, Ofgem and the energy industry where necessary.
Job Purpose:
This role requires the flexibility and ability to manage a diverse workload while maintaining high quality of work delivered. The successful candidate will be able to work independently and take responsibility for assigned tasks and ensure they are completed effectively.
You will:
* Undertake high quality research and data analysis to develop the evidence base and analysis to support policy creation and progression.
* Collect, analyse, interpret and present evidence to form comprehensive Policy, Code and Rules proposals and approaches.
* Work with the communications teams to translate messages into effective communications.
* Provide insights on energy policy developments affecting Capacity Market, Contracts for Difference, Balancing Markets, and the wider energy sector.
* Collaborate with EMRS Change team, Market Intelligence and Advisory, Elexon Market Insights and CMAG teams to produce the best available evidence and understanding of operational implications when developing and reviewing policy, Code and Rules changes.
* Support the coordination of Elexon’s responses to government, Ofgem, and industry consultations.

Your main Responsibilities will be to:
* Analyse information: identify key drivers, and apply wider policy and strategic context to the interpretation and presentation of data.
* Policy & Regulatory Insight: Stay ahead of UK and European Energy policy developments impacting Capacity Market, Contacts for Difference and Balancing Markets.
* Work on agreed Policy, Regulatory, Code and Rules development initiatives, including stakeholder engagement, communication, analysis, reporting and evaluation in line with Analysis Function Standards.
* Keep internal teams informed about policy changes, deliver presentations and webinars, and provide expert insights.
* Proactively influence customers, government and industry stakeholders to increase their awareness of EMR Settlement and confidence in its capabilities in their defined area/s of expertise or market segment/s – with guidance and help from your line manager.
* Seek to actively contribute to business excellence by identifying improvements to business processes within the team and wider business, where appropriate and agreed with your line manager.
* Proactively contribute to the EMRS team’s, department’s and Elexon’s objectives whilst demonstrating Elexon's Values.
* Proactively seek out opportunities to grow own understanding of wider market arrangements and knowledge of the BSC, Capacity Market and Contracts for Difference, governance, processes and systems; as well as proactively learn and deploy new tools/methodologies.

* Initial knowledge and articulation of the policy and regulatory landscape in relation to the energy, settlement and flexibility sectors.

* Ability to comprehend and intelligently assess complex information and simplify this into reports, presentations and training workshops.
* Ability to multitask and respond flexibly and quickly to changing priorities, which may result in re-planning activities at short notice to tight timescales.
* Strong influencing, negotiation and coaching skills.
* Willing to learn about and articulate complex technical market arrangements and procedures as detailed by BSC and other industry codes.
* Presentation and public speaking skills; willing and interested in developing these to the next level.
* Proficient user of MS Office; open and willing to learn new programs and tools.
Developmental / Desirable:
* Knowledge of the Capacity Market, CfD and BSC and wider electricity market arrangements, systems, processes and governance and how these interact with the delivery of the ERMS service.
* Excellent understanding and articulation of industry developments that may impact EMR Settlement, Elexon and settlement in the mid- to long-term future.
* Experience of working within a regulatory setting, desirable within an IT/IS service provider setting.
* Good knowledge and articulation of the roles and responsibilities of Elexon departments, BSC Panel and the EMRS Board.
* Gathers and uses evidence to assess the costs, benefits, customer impact, value and organisational risks when making (or recommending) commercial decisions.
