What's involved with this role: Temporary Short Break & Direct Payments Officer - CDT Reference no: Dudley 100785 Pay Rate: £13.69 per hour PAYE 35-37 Monday - Friday, normal working hours This opening assignment is for 2-3 months City: DUDLEY Support and supervise the delivery of financial transactions and resource allocation that enables stakeholders and customers to engage with and make informed use of services available. Managing and maintaining relationships with service users and their families for Short Breaks provision and assistance with Personal Budgets delivered through the Children with Disabilities Team. Work actively to promote and contribute to the operational development of Direct Payments and Short Break Services for children and their families to enhance Children friendly Dudley approaches within a Restorative Practice framework. Key Responsibilities: Deliver an aspect of service delivery, which engages customers / stakeholders and enables them to make effective use of the service. Meet monthly with Children with Disabilities Service Manager, Commissioning Leads and external providers to review the use of the short break provision contracts to maximise usage of the provision. Administer the requests for resources at the Dudley Quality Assurance Meeting and document and record decisions on the child’s electronic file. Prepare and process the Direct Payments contract and work in partnership with Business support colleagues to ensure Personal Assistants have DBS checks and parents have appropriate support to manage Direct Payments through Managed or Devolved accounts. Administer the Direct Payments Payroll run and manage the Short Break Payment Trays in accordance with Financial Delegated Responsibilities. Meet termly with Parent representatives with commissioning colleagues, via Forums to ensure feedback is actioned in respect of Direct Payments. Complete training with new employees to ensure they understand the provision of Direct Payments and Short Breaks and systems in place to review and manage these. Develop pathways/processes to administer Direct Payments in the most cost-effective way. Work with social care colleagues and partners in Health and SEN to ensure Personal Budgets are administered to meet the child’s assessed need. Ensure records of services provided to children are provided by Short Break providers and evidenced on children’s electronic files. Qualifications: Numeracy and literacy qualification e.g. GCSE English and Maths or equivalent Knowledge: Knowledge of the specialist work practices / professional guidelines / legislation and emerging developments within the service area. Knowledge and understanding of promoting independence, resilience and wellbeing for children, young adults and families. Experience: Substantial relevant experience of working in the service area / related profession field, with evidence of work responsibilities appropriate to the role and evidence of appropriate professional expertise. Experience and knowledge of contributing to the development of services, policies, procedures and practices. Experience of supporting partnership working to deliver service provision to children and families and adults. Experience in financial administration. Experience in the administration of Direct Payments through managed and devolved accounts. Skills & Abilities: Excellent interpersonal skills. Good planning and organisational skills, with experience of working within general professional guidelines or organisational policy, to achieve service requirements. Good ICT skills; standard Microsoft applications and in particular Excel (essential) with ability to use social care records and data systems. Good reporting and recording skills in accordance with expected statutory and internal processes. Proven ability to negotiate and persuade and build and maintain effective working relationships at all levels. Proven ability to communicate with, engage and influence children, young adults, carers, partners and stakeholders, in complex situations. Proven ability to cope with conflicting and changing demands through good time management and the ability to work under pressure.
