This is a hybrid working post where the post holder will have the option to work from home for the majority of the time but will be required to attend the office as and when the service requires.
Salary range: Band 12 (£53,895 to £57,186)

About the Role
Trafford’s Financial Management team has a record of providing high quality and effective financial support to an ambitious, forward-thinking council with a dynamic and customer-focused culture with strong ambitions for growth. We have an opportunity for a highly motivated, inspirational and dynamic qualified accountant to join us and undertake the role of Finance Manager.
Working in hybrid across the Council’s Capital & Investment and Place & Central finance teams, this role will support the Strategic Finance Managers in executing their duties. This includes the management and supervision of a professional finance team, overseeing the preparation of various periodical financial reports and statutory returns, and ensuring the adherence and compliance to required codes and legislation, including the CIPFA Prudential Code.
Main duties will include:
1. A key role in a professional team responsible for the monitoring, budget preparation and closedown of revenue and capital budgets.
2. To be the lead finance officer in providing financial advice and support to service management and to participate in project teams to support major projects that are allocated by the Director of Finance and Systems, Head of Financial Management or Strategic Finance Manager. This will include the provision of analysis and option appraisal services and to recommend or confirm courses of action.
3. To oversee the implementation of the Council’s Treasury Strategy, including its debt and investments activity, and supervise the production and maintenance of the Council’s cashflow forecast.
4. To support the Council’s Asset Investment Strategy by monitoring and reporting on the performance of investments, liaising with external advisors and partners, and appraising business cases for new investments.
About you
As a CCAB qualified accountant, you should have a proven track record in financial management with experience of leading role in a finance function in a public sector organisation.
You will have experience of working in and understand the financial arrangements of local government, in particular capital accounting and investment management.
You will be comfortable in supporting the strategic leadership of the Council and liaising with chief officers in partner organisations. However, you will also be able to operate at the granular level of detail as work requires, working autonomously and with others as necessary to get the job done.
A strategic leader, you will have excellent communication skills and be a flexible team player and proactive problem solver. Being enthusiastic about working hard for Trafford to make a positive difference for our residents is essential.
