Assets and Property Services at Guildford Borough Council are responsible for ensuring the Council delivers on its corporate asset strategy by having the right assets to meet strategic and commercial outcomes and ensuring they are maintained to the right standard to meet those needs. We are recruiting a Technical Services Manager with specialist property expertise to lead the team responsible for the maintenance and repair of our corporate non-housing assets. The role would ideally suit an experienced RICS surveyor looking for a new opportunity that goes wider than just surveying to include civil engineering and facilities compliance maintenance. The team completes around £2m maintenance and capital works annually and employs 8 members of staff. Buildings include a head office, waste depot, industrial premises, sports pavilions, multi-storey car parks and a crematorium as well as miscellaneous properties such as tunnels, closed burial grounds and several heritage sites. Infrastructure assets include bridges, surface car parks, roads, and footways. We assist a variety of customers including Council service teams, commercial tenants and external stakeholders. You will work with Council officers, senior management, councillors, tenants, and stakeholder representatives, providing technical guidance and delivering our annual asset maintenance programme on time and to budget. Excellent communication skills are required to represent the service at board and committee level and demonstrable team leadership experience is essential. Numerical skills are essential to prepare and monitor budgets accurately. We guarantee no two days are the same. A summary of the main responsibilities are, to: Lead the delivery of the Council’s non-housing asset maintenance programme. Provide leadership, oversight, support, and line management to surveyors, engineers and compliance works officer. Set maintenance budgets and maintain within limits, working with our finance colleagues to prepare the Council's annual capital and revenue budgets. Prepare detailed planned preventative maintenance programmes. Collaborate with and provide technical/specialist advice to internal service teams. Play a key role in guiding the wider strategies and plans for the Council’s assets. Develop policies and strategies for asset maintenance and put in place procedures and protocols to improve the condition and efficiency of the assets. Review key assets to improve energy performance, potential savings and deliverability of services through our assets. Manage your own projects either directly or via consultants including non-maintenance projects such as demolition works and dilapidation surveys. Prepare project business cases. Assist the Assistant Director of Assets and Property with Health and Safety documents, business continuity plans etc and cover meetings and respond to enquiries when the Assistant Director is away.
