Role & Responsibilities:
* Review engineering drawings and specifications to implement system boundaries, scope of work, discipline-specific commissioning practices, tools, techniques, and programs. Work with project stakeholder groups to finalize and agree to the physical documentation requirements for the start-up of systems and facilities, turnover of systems and facilities are complete and ready for submission.
* Develop and implement detailed integrated pre-commissioning, commissioning, start-up, testing, and final hand-over of facilities, systems, and equipment to operations, and operational readiness process and plan.
* Communicate commissioning and start-up roles and scope for members of design and construction teams; understand the commissioning test plans/protocols, and coordinate and/or attend design, construction, and operability reviews.
* Develop and manage commissioning and start-up budget; control all costs associated with commissioning and start-up labour and equipment.
* Ensure proper functional operation of all systems and equipment in turning over systems and sub-systems to site Operations.
* Manage risk by reviewing commissioning risk register on a regular basis, analyze work plan, identify and forecast pertinent risks and issues, evaluate realistic mitigation actions; and recommend/implement appropriate corrective action.
* Maintain turnover dossiers and transfer of care custody and control documentation.
* Setup of medium to large scale projects completions and turnover data tracking system.
* Submit weekly reports outlining construction turnover progress, commissioning and start-up progress, and one-week look ahead of upcoming activities, and punch-list database.
Qualifications / Requirements:
* Experience managing medium to large scale complex, pre-commissioning, commissioning, performance testing, operations, and start-up projects.
* Experience in Lump Sum Turnkey (LSTK), Engineering & Procurement (EP), Engineering, Procurement, Fabrication, & Construction/Construction Management (EPFC/CM), Engineering, Procurement, Construction & Commissioning (EPCC), Construction Management (CM), pre-commissioning, commissioning, training, start-up, etc., type projects for strategic planning, implementation, and execution.
* Functional knowledge of all areas of plant/facility pre-commissioning, commissioning, operations, and/or maintenance and start-up.
* Ability to develop and implement a detailed and integrated commissioning and start-up process and execution plan. Previous successful leadership role during mechanical completion, pre-commissioning, commissioning, testing, operations planning, and start-up.
* Experience in project risk management reviews and follow-up for mitigation planning and execution.
