Job Title: Transformation and Commissioning Manager – Youth Housing and Homelessness Project
Location: South West Local Authority – Remote working available (1 day per week on-site preferred)
Contract: Part time role 3 days per week – Initial 6-month contract
Day Rate: £400 per day (Inside IR35)
Baltimore Consulting are partnered with a South West Local Authority who are seeking an experienced Transformation and Commissioning Manager to lead and manage key workstreams as part of a high-profile Youth Housing and Homelessness Project. This strategic role operates across Children’s Social Care, Education, and Homelessness commissioning, with a focus on delivering impactful and sustainable service improvements for young people at risk of homelessness.
Your role as the Transformation and Commissioning Manager:
1. Lead the commissioning cycle for key work packages within the Youth Housing and Homelessness Project.
2. Be responsible for managing the successful delivery of transformation and commissioning work packages, with a particular emphasis on supported youth housing.
3. Provide strategic and operational leadership across multiple transformation initiatives.
4. Drive value for money across commissioned services, informed by data analysis, service reviews, and co-production.
5. Work closely with a range of internal and external stakeholders—including social care, housing, procurement, finance, and the Integrated Care Board—to contribute to the broader programme aimed at reducing homelessness and improving outcomes for vulnerable young people.
6. Increase the number and capacity of registered providers of supported youth housing.
7. Collaborate with partners across social care, education, health, and housing to develop and embed best practice models.
8. Manage and support Commissioning Officers within the service area.
9. Promote diversity, inclusion, and community engagement in all commissioning activities.
10. Contribute to departmental transformation and commissioning strategies, supporting the delivery of the Council’s broader strategic objectives.
Your previous experience as a Transformation and Commissioning Manager:
1. Proven track record in commissioning and transformation within children’s services, housing, or education.
2. The role requires subject matter expertise in housing and homelessness, alongside a strong understanding of commissioning best practice and innovative delivery models.
3. Strong leadership and project management skills, with the ability to deliver complex change programmes.
4. Excellent stakeholder engagement skills, with experience working across multidisciplinary teams.
5. Expertise in service redesign, market development, and value for money analysis.
6. Knowledge of youth homelessness supported accommodation models, and statutory responsibilities within a local authority setting.
7. Strong analytical skills with the ability to interpret data and produce evidence-based business cases.
