Experience Required: Four years of contract management experience in a human services agency, or an equivalent combination of education and contract management experience totaling eight or more years.
Preferred Qualifications: Graduate degree in Business Administration, Public Administration, Finance/Accounting, Social Work or related Human Services field; previous supervisory experience; two years of experience in the Community Services Division and a minimum of one year in program evaluation and/or analysis including financial compliance with state, federal and local regulations/mandates.
Job Description:
The Contract Manager is responsible for managing and monitoring the solicitation and purchase of contracted services primarily for the Community Services Division. This position will supervise a team of staff responsible for assessing, modifying, developing, and coordinating the execution of purchased services contracts to ensure the availability of quality, cost-effective services for Community Services’ clients and customers.
Duties & Responsibilities:
1. Manage, direct and administer the operation of contracted services for the Community Services Division.
2. Hire and supervise the activities of professional contract management staff.
3. Consult, coach, and mentor staff in the performance of assigned duties.
4. Develop, revise, implement, and provide oversight to ensure contracted services comply with applicable policies and procedures, laws, rules, and regulations.
5. Develop, implement, and supervise innovative and effective contracted services and maintain excellence in service.
6. Evaluate and assess contracted services budget needs, determine and collect needed data. Generate program and activity reports, statistics, and program evaluations.
7. Develop and implement contracting policies, procedures, and requirements consistent with various federal and state mandates, coordinating across Community Services Division.
8. Coordinate efforts between Community Services, Financial Services, Risk Management, and county Attorney’s offices.
9. Assist with county budget process as it relates to purchased services; coordinates provider budget requests.
10. Monitor legislative and mandate changes in order to develop programs and implement appropriate contracted services.
11. Inform, present, and promote agency programs and services with various community groups, agencies, or community organizations. Attend, conduct, and participate in unit, department, and Division meetings.
12. Address problems and complaints and take action to resolve.
Knowledge, Skills & Abilities:
1. Considerable knowledge of Community Services Division program areas.
2. Knowledge of laws, rules, regulations, and guidelines pertaining to human service programs.
3. Knowledge of federal, state, and county policies/procedures related to contracted services.
4. Knowledge of computer software and information systems.
5. Ability to prepare and review budgets and analyze fiscal reports.
6. Ability to hire, supervise, train, and evaluate staff.
7. Ability to communicate effectively both orally and in writing.
8. Ability to problem solve and respond to crisis situations.
9. Ability to promote and support agency staff in the performance of their job functions.
Work Environment: Work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday or in connection with attendance at meetings and conferences, or while researching files.
