Its central government, made more accessible to you Job description About the group Enterprise and Growth Unit The Enterprise and Growth Unit (EGU) promotes sustainable economic growth and higher productivity for the UK. We provide analysis and advice on enterprise, innovation, private sector investment and a cost-effective transition to a low-carbon economy. The Enterprise and Growth Unit has a varied and exciting agenda and we work closely with a wide variety of other teams across the Treasury. We also work alongside other departments and government organisations to ensure that we are thinking creatively, spending wisely, and acting boldly to deliver these goals. These organisations are: the Department for Business and Trade, the Department for Energy Security and Net Zero, the Department for Environment, Food & Rural Affairs, the Department for Science, Innovation and Technology, the Department for Transport, the Department for Culture, Media & Sport, the Competition and Markets Authority, HM Land Registry, and UK Export Finance About the team The Transport team is a fun and encouraging team in EGU, responsible for managing the costs of building, maintaining and decarbonising the transport network as well as considering the role of transport in boosting economic growth to level up communities across the UK. We work collaboratively with the Department for Transport (DfT) and No.10 to meet our policy objectives. These roles sit in the rail branch, one of five branches of the team. We are a small, friendly and supportive branch comprised of a Range E2 (Grade 6); two Range Es (Grade 7) and two Range Ds (HEO/SEO) The rail branch leads on both rail infrastructure projects (covering Network Rails investment in the existing network and new lines, but excluding major projects like High Speed 2), passenger services and wider reform of the rail industry. The Treasury has an interest in these issues from a spending perspective (ensuring expenditure is affordable and delivered to budget) and an economic perspective (evaluating whether policies offer value-for-money and will deliver the benefits envisaged). Transport is the highest emitting sector of the economy and reducing emissions is critical for meeting the UKs climate goals. HM Treasury holds key levers to deliver the transition to net zero and the Transport Spending team work with DfT, CO and No10 as well as across HMT to advise Ministers on the best vfm and growth enhancing ways to decarbonise transport. Its an exciting time to join the team, with the upcoming multi-year Spending Review presenting a critical opportunity to set direction on electric vehicles (including charging infrastructure) and the hard to decarbonise aviation and maritime sectors. About the job We are recruiting for one SEO Policy Adviser role that sits within the Rail Infrastructure branch. The successful candidate will spend 60% of their time in the rail infrastructure branch and will spend the remaining 40% supporting the work of the transport decarbonisation branch which will include being the lead individual on specific policy areas. The work of the Transport spending team had significant exposure to Treasury ministers and senior management. You will need to build strong, collaborative relationships with the Department for Transport, Network Rail, and with other teams across the Treasury. This role would suit someone who has good judgement, enjoys solving problems at pace, and is interested in developing their policy, strategy and spending control skills. Prior experience of infrastructure and/or spending control is not required, as you will be supported in developing this knowledge. Whilst the exact responsibilities will be determined with the successful candidate, we expect the key accountabilities to be: Policy Adviser, Rail Infrastructure and Decarbonisation This is a fun, stretching and varied role with a mixture of policy and strategy development (e.g. aligning a portfolio of infrastructure spending with growth, decarbonisation and other government objectives); and spending control (such as reviewing business cases for proposed investments). The role requires someone who is able build strong relationships, including with more senior stakeholders, and is interested in getting to grips with the detail of individual projects to understand the key issues that should matter to the Treasury, and is able to translate this into clear, compelling advice for seniors and Ministers. The postholder will be joining us at an exciting time ahead of Phase 2 of the Spending Review where they can influence long-term policy. There is scope for strategic policy development regarding major changes to the railways, including decarbonisation and the Restoring Your Railway programme. Leading Treasury engagement with the Department for Transport on spending approvals for new rail infrastructure and provide advice to Ministers and senior officials. You will have a genuine opportunity to influence the development and delivery of rail projects on the Treasurys behalf, in an area which attracts significant attention from politicians and senior officials. Building and maintaining positive relationships across the Treasury, the Department for Transport, Network Rail, No.10, the Cabinet Office and other Whitehall departments, and using this network to help meet your policy objectives. Preparing succinct and clear briefings for Ministers and senior officials, communicating complex issues in a written and verbal form. This role covers a large number of projects across an expansive rail infrastructure portfolio, and you will be the Treasurys point person on the detail of these projects. Leading on an area of transport decarbonisation spending, working closely with t DfT to scrutinise and assure spending proposals. Being an integral part of the transport teams hub and spoke model on decarbonising transport. This will involve close cross-team working to drive forward policy relating to decarbonising transport.
