The Health & Safety, Safety & Compliance Monitoring Manager (HSSCM) is a dual role that is responsible for the development, administration, and maintenance of the Health & Safety, Safety Management System, and Compliance Monitoring for the ATO and FSTD Operations within Quadrant Systems Ltd.
The HSSCM will report directly to the Accountable Manager (AM).
This is a part-time role, 3 days per week (24 hours), based in our offices in Burgess Hill, with some flexibility for remote working.
Duties involve:
Health and Safety:
* Implementing and maintaining Health & Safety policies and procedures, ensuring compliance with Health and Safety Legislation.
* Ensuring staff have the relevant Health & Safety and Environmental training.
* Investigating incidents and gathering documentation in line with company policies.
* Reviewing internal Risk Assessments.
* Overseeing contractors' Risk Assessments and Method Statements.
* Carrying out internal Audits, identifying areas for improvement.
* Conducting monthly building/safety inspections.
* Carrying out Fire Safety Manager duties.
* Responsible for environmental matters.
Safety Management:
(Appropriate training will be given for this section of the role)
* Carry out responsibilities as defined in AMC1 ORA.GEN 200 (EASA) and equivalent UK-CAA regulations.
* Act as the Focal Point for all Safety Issues for both FSTD and ATO.
* Facilitate hazard identification, risk analysis, and management.
* Monitor the implementation of actions taken to mitigate risks.
* Provide periodic reports on safety performance.
* Ensure maintenance of safety management documentation.
* Ensure that safety management training meets acceptable standards.
* Provide advice on safety matters.
* Ensure initiation and follow-up of internal occurrence/accident investigations.
Compliance Monitoring:
(Appropriate training will be given for this section of the role)
* Monitoring compliance with all applicable regulatory requirements under EASA Part ORA or equivalent UK-CAA regulations.
* Monitoring compliance with the provisions of the Operations, Training, and Safety Management Manuals.
* Ensuring the compliance monitoring programme is properly implemented and continually reviewed.
* Preparing and managing EASA part ORA Compliance Management System Audits with the CAA biannually.
* Ensuring audits are conducted by suitable personnel.
* Conducting an Annual review of Quality procedures.
* Supporting customer audits on site as required.
The HSSCM will be trained in alignment with their role and responsibilities as per the Company training matrix. They shall be trained in the Company Safety Management System to the level defined on the training requirements matrix for their role.
The HSSCM will be required to comply with regulatory requirements and work in accordance with applicable procedures. Any potential for non-compliance or the introduction of a hazard or risk must be reported to the Accountable Manager.
Attendance on site to support any visit from the relevant regulatory authority is essential.

Personal attributes:
* NEBOSH qualification or equivalent.
* Proficiency in Microsoft 365 suite (SharePoint, Word, Excel, PowerPoint, and Outlook).
* High level of personal professional integrity.
* Ability to work independently or as part of a small team.
* Previous experience managing a SMS for AoC or ATO/FSTD operator is an advantage but not essential.
