Job title: Establishment Operations Officer
Location: County Hall, Preston – Hybrid (2 days a week in the office)
About the Role
We have an exciting and rare opportunity to join The Establishment Operations Team which sits within The People Services of Lancashire County Council.
The purpose of the team is to maintain all the service establishments (the structure of the organisation) which is held within the Oracle Fusion System. Create and make changes to services, departments, positions, and hierarchies to work alongside service operations. This also includes restructures, service redesigns and TUPEs.
The team upskills all levels of management on how to manage their teams on Fusion and advise on the best way forward on all matters of the Establishment; including having high knowledge of salaries, terms & conditions, term time only, overpayments, keeping within staffing budgets and much more.
The establishment operations team ensure that every service remains within their staffing budget whilst maintaining smooth processes for managers, service operations, new starters, recruitment, payroll, finance, and services alike.
Key Accountabilities
1. Select appropriate procedures to independently carry out specified technical tasks (. designs, inspections, assessments, analyses) to produce the required technical output (. identification of customer needs, implementation of routine service processes).
2. Undertake specialised technical analytical support activities to assist professional colleagues in delivering more complex services.
3. Provide timely collection, processing, and simple analysis of routine technical data and follow up on discrepancies/omissions to support the delivery of services.
4. Provide information and practical, routine advice to customers by interpreting established procedures and applying best practice within technical field.
5. Provide technical guidance and resolve non-standard issues for more non-technical staff to ensure customer and service issues are effectively resolved.
Essential Skills
6. Using Microsoft Office, including Excel and other ICT applications.
7. Ability to analyse and review business processes and propose effective solutions to problems.
8. Effective organisation and planning skills incorporating a flexible approach to manage workloads & priorities.
9. Understanding of and ability to maintain confidentiality and data protection in accordance with the Council's information governance policies and procedures.
10. Experience of working in a service delivery/customer focused environment.
11. Collaborative working across teams and services.
Skills and Experience /Job Requirements
12. Experience of work independently with relevant specialised systems, equipment and/or IT software.
13. Ability to resolve problems.
14. Knowledge of Oracle Fusion HR.
15. Understanding of structures and hierarchies.
16. To work as part of a team and on own initiative.
17. Effective interpersonal, oral, and written communication skills.
18. Development of business processes and procedures.
19. Experience of supporting projects.
