Overview of project/role
The Infrastructure Maintenance Delivery Works Manager (IMDWM) is accountable for the safe, compliant and quality 'right first time' delivery of the infrastructure maintenance and renewals work across the RFLI Elizabeth Line. The key task is to manage, review and action workplan achieved.
This safety critical role manages a team of Maintenance Delivery Supervisors and Maintenance Technicians with contracted support across a mixed portfolio of infrastructure and asset technical disciplines.
Accountable for the overall execution of the work-plan ensuring that alongside Planners and Engineers, maintenance is rostered for delivery with specific skilled Team Leaders available for planned preventative work and 24/7 response cover / incident management.
Key Accountabilities
* Accountable for delivering safety critical maintenance and renewal works as part of RfLI's role as Infrastructure Manager on the Elizabeth Line for the full suite of operational railway infrastructure, stations, portals and shafts measured by actual quantities achieved vs plan using the MAXIMO System.
* Responsible for leading a team of Maintenance Delivery Supervisors and 50 to 70 multi-discipline Maintenance Technicians to deliver works in accordance with RFLI standards, processes, procedures and performance specifications in partnership with maintenance planning and engineering colleagues ensuring that competences and training remain compliant within the RFLI MyKnow System.
* To be the primary liaison with RFLI Operations colleagues ensuring that the operational requirements align with the maintenance planned and reactive works to minimise the effect of network restrictions and delays to passenger operations.
* To lead input into the scope of quarterly works plans and aligned delivery contracts ensuring that they address maintenance needs (specification, planning, execution and quality) to be delivered successfully in the agreed last train to first train maintenance possession windows across RFLI and aligned with NR, LU, DLR planners and maintainers.
* To lead as the duty delivery manager across the working week (days, nights, weekends, public holidays) leading real-time work priorities and communications to ensure the delivery of safe work information.

Skills
* Staff Management - to be able lead a technically diverse and mixed experienced team being able to assess strengths, weaknesses and opportunities to grow a strong and inclusive organisation.
* Planning - to be able to tightly control and plan by establishing the delivery priorities based around the challenge of compliance, safety and performance needs when the real-time work programmer will change frequently as new challenges emerge.
* Managing Stakeholders - being able to establish options and opportunities with a complex spread of industry stakeholders, internal organisations and external customers.
* Commercial - to be able to lead commercial discussions with suppliers and contractors.
* Communication - to be able to lead safety critical communications across a diversely skilled team.
Knowledge
* Qualified in Technical, Construction, Managerial, Project Management, Rail industry or Safety associated field within an asset or infrastructure management environment.
* Tangible experience in the management of railway infrastructure work.
* General experience in working to UK railway standards and rules.
* Specific previous experience of successfully managing a range of directly employed staff and contracted support teams.
* General Knowledge of railway operational safety requirements.
* Broad Knowledge of Mechanical, Electrical and Public Health system assets and Legislation.
Experience
* Broad experience in leading infrastructure, asset and or construction delivery type teams.
* Demonstrable experience in leading teams delivering safety critical work where the output must achieve a minimum criteria against a standard or requirement that must establish a successful pass.
* Demonstrable experience in the leadership of a directly employed team/s managing critical competency profiles and safe works plans/method statements.
* Demonstrable experience in leading planning priorities across the spectrum of short-term reactive, tactical control and strategic application within an operational front line organisation.
* Experience of delivering Mechanical, Electrical and Public Health maintenance in a Railway environment.
