Job Title: Emergency Response Manager
Location: Remote with the client based in Cornwall
Hourly Pay Rate: £16.97 to £21.66 dependent on experience
Hours: 37.5 per week (Monday to Friday)
Length of the contract: 3 Months
Gi Group are now seeking to appoint an experienced Emergency Response Manager to our Public Sector Client based in Cornwall. The Emergency Response Manager will be part of the EPRR Team, which seeks to ensure that the organisation is adequately prepared to meet the demands of a business continuity, critical or major incident and that, as a categorised responder, is compliant with the statutory requirements of the Civil Contingencies Act 2004 and the Health and Social Care Act 2012.
Duties of the Emergency Response Manager
1. Support the Head of EPRR in delivery of Category 1 status under the Civil Contingencies Act 2004 (CCA).
2. Support the development and maintenance of EPRR and BC plans policies and procedures.
3. Support with reviewing and where necessary proposing and drafting changes to EPRR and BC plans, policies, procedures.
4. Regularly review and update incident response action cards and on-call support materials.
5. Support delivery of EPRR / BC projects, ensuring all projects, and developments are delivered to time in a cost-effective manner.
6. Coordinate with all directors and senior managers to ensure the maintenance of the organisation's Business Continuity Management (BCM) framework that allows for identifying and managing risks that could disrupt normal service.
7. Support delivery of training and materials to members of the ICB senior management on-call rota.
8. Participate in Operational and occasionally Tactical multi-agency incident response groups, especially incident assessment, incident management and tactical coordination groups.
9. Develop the acquisition, organisation, provision and use of knowledge and information relevant to the EPRR / BC function.
10. Risk assesses for key EPRR risks with the use of horizon scanning and escalate as appropriate being cognisant of national, regional, and local priorities.
11. Complete and annually update ICB EPRR annual training needs analysis and training plan.
Role Criteria
1. Previous Public Sector experience.
2. Detailed and wide reaching EPRR knowledge including an understanding of CCA and the legislative framework for EPRR.
3. Experience of communicating with a wide range of staff at all levels and in a range of organisations through a range of methods e.g. face-to-face and formal presentations.
4. Experience of operating as a Tactical Incident Manager/Silver Incident Manager/Coordinator in a wider range of major incident scenarios including those requiring multiagency response and incidents with prolonged response and recovery phases.
5. Experience of multi-agency planning, training, and exercising.
6. Awareness of a range of health services provisions.
7. Educated to first degree level or equivalent level of experience of working at senior level in specialist area.
8. ECDL or equivalent qualification or extensive experience in use of standard office software.
9. Intermediate knowledge of IT systems and software programmes such as Outlook, Word, Excel, and PowerPoint.
10. Project management qualification or experience.
11. Maintenance of CPD or member of relevant professional body e.g. EPS, ICPM, or BCI etc.
