About the Job Situated within the IT applications management team in the Cardiff office, and reporting to the Head of Assessment Systems, the Development Manager leads assigned IT development business critical projects and maintenance/support activities for the Education Office. The IT applications developed are used by stakeholders worldwide. This role is responsible for managing internal and external teams in close interaction with internal stakeholders and applicable procedures and guidelines, in order to ensure optimal delivery of services that fulfil business needs. This role holder is accountable for performance, planning and delivery of activities of the teams. Using appropriate methodologies, such as Agile, this role provides the IT main point of contact for the allocated workstreams, with responsibility for coordination across globally distributed teams to produce the required IT deliverables to accomplish the project/workstream. This role holder will be responsible for management, tracking and reporting of all aspects of allocated IT deliverables. Part, or all, of the IT deliverables may be dependent upon 3rd party suppliers and service partners. The role holder will be responsible for ensuring the appropriate support plans are in place, including Operations Management and Vendor Management, and will act as the main point of contact for the business stakeholders, IT teams and the vendors. In addition, this role is responsible for the management of a small DBA team. Key Responsibilities Software Development Management Accountable for the management of software development by managing, planning, co-ordinating and tracking all IT delivery of change requests, projects, and work streams within the Software Development Life Cycle (SDLC). Act in the capacity of scrum master for a small internal scrum team. Management of software development teams and Database Administrators (both internal and external), including line management and involvement of scrum ceremonies, to ensure quality software is delivered to time and budget. Co-coordinate with project managers, business stakeholders and IT support teams to ensure operational readiness for transitioning projects to business as usual. This may include retaining management of some support activities within an existing DevOps team. DBA Management Provide strong leadership to manage, guide and support the database administration team, defining and driving a strategic roadmap for database systems aligned with business goals, and ensuring incidents are resolved within SLA. Define project scope and objectives, coordinate and oversee key initiatives such as Oracle database and report server upgrades, and implement best practices for DevOps, work planning, and code version control to enhance team efficiency. Leverage knowledge of database technologies (e.g. Oracle, SQL Server) to oversee operations, Facilitate discussions and negotiations with suppliers and cross-functional teams to ensure seamless collaboration and effective service delivery. General Provide quality assurance quality of deliverables, including documentation, automation, and processes ensuring future maintainability. Ensuring development from 3rd parties is delivered in accordance with contractual obligations. Input and influence best practices, release management, environment requirements and go live planning. Work closely with the Security lead, Test lead and Environments manager in a governance role. About you Substantial experience working in a similar role, including line management Bachelor’s Degree in Computer Science, Engineering, or equivalent work experience Experience managing development teams from both a project and a support perspective. Experience in agile methodologies, preferably with scrum master certification Extensive understanding of software development and the SDLC Knowledge of database technologies (e.g. Oracle, SQL Server) Experience in managing the DBA activities Experience in managing globally distributed teams. Experience and understanding of software management tools such as Azure DevOps. Excellent interpersonal skills Good attention to detail Effective communication skills Good analytical and problem-solving skills Good reporting skills Highly organized and a good multi-tasker In depth experience working with external service providers.
