Lancashire Combined County Authority (LCCA) Shared Prosperity Programme (SPF) 2025/6
The Shadow Lancashire Combined County Authority (LCCA) has agreed that Blackpool Council will provide the coordination role for the administration of the new UK Government funded Shared Prosperity Funding (SPF) programme for the LCCA.
The UKSPF programme focuses on kickstarting economic growth and promoting opportunities across the UK with interventions in three priority areas: Communities and Place; Support for Local Business; and People and Skills. It aims to support those at risk of being left behind and boost community cohesion, including efforts to address homelessness.
Additional human resources are required to supplement the existing Blackpool Council team in its Programme Monitoring Office (PMO) to support compliance, assurance, and monitoring activities required to meet MHCLG‘s Lancashire programme delivery requirements.
To hit the ground running, the ideal candidate will have experience working on the SPF 2022-25 Programme and understand the fund’s reporting and compliance requirements. They will work alongside the existing Blackpool Council SPF Project and Programme Monitoring Officer.
Previous experience of the 2022-2025 SPF programme is useful but not essential for this role.
Role Purpose:
1. Support the planning and delivery of the Lancashire Shared Prosperity Fund Programme and the Blackpool Shared Prosperity Fund Programme.
2. Support the Head of Project Development & Funding Manager and Project and Programme Monitoring Officers (x2) to design and develop monitoring and assurance systems for both SPF programmes. Collaborate with internal and external partners and local authorities to deliver the programmes.
3. Assist with monitoring SPF and provide quality assurance procedures for the Team, particularly for commissioned contracts and claims management. Provide financial administration and data collection in support of project monitoring, claims, and reporting.
Key Responsibilities and Duties:
1. Support the management of robust project and programme monitoring assurance systems and procedures for the Shared Prosperity Fund (SPF).
2. Support delivery managers (in authorities) to ensure projects are delivered according to the scope and objectives of the funding agreement.
3. Support delivery managers to create and maintain comprehensive project documentation.
4. Provide support and input into project and programme level audits and report findings.
5. Support the development of case studies, press releases, and programme website updates.
6. Provide administration support to ensure effective programme management and monitoring assurance systems.
7. Collate output/outcome and monitoring data to support the claims process and assist in submitting the claims.
8. Undertake financial administration and planning (e.g., raising orders, issuing purchase orders, and processing invoices according to budget limits).
9. Assist and contribute to programme and project level evaluations and internal and external audits.
10. Support the administration of SPF related boards and attend meetings, undertaking clear, accurate minute-taking when required.
