It facilitates solution engineering and scaling in an accelerated environment, in order to deliver new and disruptive capabilities into the war fighting environment in a coordinated, safe and time critical manner to maintain military advantage and to deliver lethality into the future. This position is advertised at 37 hours per week. Job description The primary purpose of the DCTO Experimentation Plans Manager is to work with the DCTO Experimentation team to support the planning and safe conduct of tests, trials, and Experimentation. They will be co-ordinating across both current and future projects, reporting to the DCTO Experimentation Plans Team Leader. Outputs from these experiments will then inform future work which will be fed into the DCTO projects team or off ramped into core programmes. In particular, they will be required to; plan, monitor, conduct, assure, analyse, and report delivery of experimentation activity. They will ensure that experimentation is aligned with project goals and is designed, conducted, and analysed in order to assess project benefits and outcomes. Such trials will likely cover several projects and domains, so are complex in nature and must be closely coordinated to ensure the objectives are met. This will require engagement across (but not exclusive to) DCTO, Develop Directorate, Navy Plans and various authorities and regulatory bodies. Where required the Experimentation Plans Manager will engage with other Navy teams to support DCTOs attendance to operational experimentation opportunities. Person specification Responsibilities Operate within the DCTO Experimentation Plans Team to co-ordinate and deliver coherent experimentation, aligned with DCTO priorities and best practice process. Design, conduct and analyse experimentation activity to generate evidence and relevant information to inform decisions on project direction, spiral development. Ensure experimentation is conducted in a safe manner, effectively utilising all available equipment and enablers. Support the provision of planning, evidence and assurance to meet business case approval, if applicable providing expertise business case scope, analysis and drafting to a standard suitable for submission. Supporting the Experimentation Plans TL in managing enabling contracts to facilitate experimentation. Create experimentation plans to gather evidence across all DLODs in preparation for moving the project further into development be that to a delivery agent for bringing into Core, Capability Sponsors for requirements setting or DCTO Projects for development. Provide leadership of experimentation coherence and management, instigating and driving activities to ensure comprehensive and proactive issues management. Provide options to address complex issues and manage through to resolution, escalating to the Team Leader for key decisions. Manage external experimentation reviews and reporting to achieve timely assessments and assurance prior to key decision points if applicable. Analyse the outcomes of experimentation and develop plans to address recommendations. Provide advice and recommendations, to DCTO, Develop & wider RN hierarchy, on engagement and experimentation opportunities. Act for the DCTO Experimentation Plans Team Leader in stakeholder engagement at senior management level within Navy Command, across the MOD and wider Government community. Support and attend DCTO experimentation events to gather evidence and give direction/advice. Essential The ability to work without supervision, exercise judgement and good organisational skills, and show determination in the pursuit of objectives. The ability to pay attention to detail whilst also keeping an overview on the wider perspective. P3M Experience. Demonstrable skills across general management, including budget management, planning, resource selection and health and safety. Experience of managing diverse teams and in a complex environment and for large programmes. Attention to detail and ability to critically evaluate information gathered across multiple sources, recommending improvements as necessary. Evidence of strong stakeholder engagement skills with a proven track record of engaging and managing multiple stakeholders, tailoring messages appropriately, influencing others and gaining their agreement and cooperation. Experience in structured programme and project management is essential, as you will be acting as a key interface with programme and project managers when issues arise. Competent in using MS Office tools; Microsoft Excel, PowerPoint, Word, Teams and SharePoint. Desirable Safety Management experience. Data analysis experience.
