Highway Inspector / Risk Officer

Carrington West is recruiting a Highway Inspector / Risk Officer to join a client dynamic Highways team. In this pivotal role, you will work closely with the Risk Manager to ensure compliance with the Construction (Design and Management) Regulations 2015 and fulfil the Council's statutory duties under the Highways Act.
Key Responsibilities:
- Support and Deputise: Assist the Risk Manager in all legislative responsibilities, acting as Deputy CDM Coordinator.
- Risk Assessment: Develop comprehensive risk assessments covering safety, liability, health risks, service continuity, and more.
- Policy Development: Aid in the creation and monitoring of the Highway Safety Inspection policy, ensuring effective delivery.
- Legislation Compliance: Keep up to date with relevant legislation and best practices, advising senior management accordingly.
- Accident Coordination: Collaborate with the Road Safety Partnership on accident investigations and serve as the primary contact for police accident investigators when required.
- Project Coordination: Ensure compliance with CDM Regulations and Health & Safety matters across all projects.
- Documentation Management: Oversee the preparation, review, and issuance of required project documentation, including F10 Notifications, Pre-construction Information, and Health & Safety Files.
Experience:
- Highway Construction: Extensive experience in highway construction work.
- Safety Inspections: Proven track record in delivering highway safety inspections.
- Audit Processes: Experience in successfully conducting audit processes.
Knowledge, Skills, and Understanding:
- Regulatory Knowledge: Strong understanding of CDM Regulations and the Highways Act.
- Audit Proficiency: Skilled in auditing CDM and inspection procedures and presenting professional reports.
- Planning and Budgeting: Capable of planning, budgeting, and programming tasks effectively.
- Customer Service Excellence: Commitment to high standards of customer service.
Education & Qualifications:
Essential:
- NEBOSH Certificates: Willing to obtain NEBOSH General Certificate and NEBOSH Construction Certificate.
- Professional Membership: Member of relevant Health & Safety Registers or professional bodies.
- IOSH Managing Safely: Required qualification.
- Numeracy and Literacy: Good levels required.
Desirable:
- H&S Management Experience: Previous experience in H&S construction management.
- Civil Engineering Qualification: HNC in Civil Engineering is advantageous.
