DEFRA are currently establishing the Scheme Administrator (SA) for the packaging Extended Producer Responsibility (pEPR) Scheme and require a Relationship Manager to play a key role in the creation and management of the SA's Relationship Management Function.
Reporting to the Head of Strategy & Governance for the Extended Producer Responsibility for Packaging for the Scheme Administrator, the Relationship Management Lead – Producers and Local Authorities will work directly with the Relationship Management Teams who support our partners across the recycling and packaging sectors, in industry and in local authorities. In addition, the role will liaise with the Waste management sector to ensure their views are factored into the development of any products intended for use by the Value Chain.
The new UK pEPR scheme will launch in 2024 and its administrator will bring together talented individuals who are passionate about recycling and the environment. It will transform our current linear economic model of ‘take, make, use, throw’ into a circular economy. In a circular economy, resources will be kept in use as long as possible, maximising the value gained; resources will be used more efficiently; and waste will be minimised, and so will the impacts that inefficient resource use has on our environment and society.

The Relationship Manager will be responsible for establishing and managing the infrastructure required to manage relationships with c. 8k Producers and 440 Local Authorities. We are looking looking for an exceptional candidate with experience of managing relationships across a similar complex stakeholder ecosystem.
* You will establish a Relationship Management function for the Scheme Administrator across all obligated Producers, Waste Management and Local Authorities across the 4 Nations (England, Wales, Scotland and Northern Ireland).
* You will have oversight of the Relationship Management Team, ensuring it has the infrastructure required to effectively manage technical enquiries pertaining to the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations.
* You will regularly review of the inputs captured through the engagement process and working with the appropriate teams across a complex stakeholder ecosystem (including DEFRA, Devolved Governments and Regulators) to determine appropriate responses.
* You will act as the Subject Matter Expert on obligated Producers, Waste Management and Local Authorities, resolving complex issues from that area of the scheme.
* You will work closely with the Governance Support Function, sharing data from the relationship management function, co-creating action lists and conducting root cause analysis into areas of concern.
* You will deliver coaching and training for the Relationship Management Team, including creation of standard work processes and controls for Scheme Administrator initiation phase and review ways of working to look for service improvements.
* You will engage cohesively with specialist teams within the Scheme Administrator to improve the end user experience for the Scheme Administrator (for example development of FAQs around fees and payment calculations, identify system improvements etc).
* You will engage with scheme users from producer, industry, waste and local government sectors to ensure their customer experience with the Scheme Administrator goes smoothly.
