Job Purpose
The bioresources business at United Utilities provides an end to end service for the management of wastewater sludge running a regional transport, treatment and disposal operation across 30 facilities. It is a major generator of renewable energy from the biogas produced from digestion and produces over 400,000 tonnes of biosolids.
The Bioresources Strategy and Regulatory Manager is a leadership position responsible for our long term strategy and developing our five year business plan submissions. The role will lead on developing and maintaining our strategy and adaptive plan for the bioresources business and its interfaces with the wastewater system. The role will also focus on developing environmental and economic regulatory commitments and provide direction on their delivery.
The bioresources sector is going through a period of regulatory transformation which will require fundamental changes to our asset base and operations. The role will represent United Utilities nationally to shape future policy, regulation, WISER/WINEP requirements and sector responses to provide a managed transition for sludge treatment and disposal services.
The future offers potential for the bioresources business to deliver greater value through new forms of "green" energy production, recovery of nutrients and also developing products from sludge. The role will be responsible for assessing and prioritising solutions to ensure a resilient and optimised bioresources services with particular focus on +5 year horizon to bring this learning into future business plans and adaptive planning.
Job Accountabilities
* Develop and maintain the Bioresources Strategy and Adaptive Plan (+ 5 years)
* Maintain comprehensive PESTLE analysis.
* Align bioresources Adaptive Plan with UUWs long term visions and goals
* Lead bioresources directorate engagement with UUW wider teams for strategy development
* Ensure strategy and adaptive plan are aligned to 1 to 5 year bioresources capital and operational programmes.
* Manage and report risk position for bioresources strategic risks (using required corporate tools)
* Lead engagement and negotiation at a national and local level on future regulation with the EA
* Development of bioresources WISER and WINEP requirements
* UUW lead for Water UK / sector planning for bioresources sector
* Subject matter expertise in the areas of waste regulation, biosolids management and wastewater (where this will have a material impact on the bioresources business)
* Lead bioresources work with UUW Economic Regulation Team on impact of wider regulation on economic regulatory framework and risks for UUW.
* Maintain regulatory compliance register for bioresources
* Report on performance against adaptive plan and GAP analysis
* Integrate outputs into wider business risk / opportunities planning.
* Planning and delivery of future Price Reviews for bioresources
* Monitor and report economic contract performance (hard / soft commitments)
* Maintain evidence of contract performance
* Maintain “live” prioritised action plan for potential solutions, e.g. new technology, to meet future needs (+ 5 years) that align with achieving the bioresources long term strategy and adaptive plan.
* Analyse, quantify and confirm maturity of solutions, their development requirements and the cost / benefit for their implementation
* Create business cases for funding for prioritised solutions, e.g. trials, testing, sector wide programmes
* Lead delivery of bids for external funding, e.g. grants etc.
* Act as steward for the BEF function, building and developing talent and securing effective succession plans within the function
* Lead teams to adopt new ways of working and behaviours driven by BEF
* To motivate, coach, develop and manage team members, ensuring they are performing in line with project and budget requirements and in line with their specific development needs.
Knowledge and Skills
* Qualified to degree level in technical discipline
* Experience in long term strategy and adaptive planning
* Experience of working and negotiating at national level with regulators and other stakeholders
* Strong leadership and people management skills, especially motivation, communication, presentation skills, influencing and persuasion.
* Understanding of the regulatory frameworks and company business plan and strategic direction
* Proven communication skills (both verbal and written) with the ability to influence and persuade strategic decisions at a senior level (including board level).
* Good understanding of asset lifecycle management (ALM)
* Good working knowledge of financial analysis to support investment decisions, e.g. whole-life cost principles and efficiency measures, alongside cost-benefit assessment.
* Experienced in strategic risk analysis and prioritization of investment to manage tolerable risk levels
* Expertise in bioresources, with around 10 years relevant post-graduate experience.
