The United Nations High Commission for Refugees (UNHCR), created in 1950, serves as the guardian of the 1951 Refugee Convention, the legal document that defines the refugee" term and outlines the rights of the displaced, as well as the obligations of the States to protect them. UNHCR's core mandate is to ensure the protection of refugees and forced displaced populations across the world. As, about 114 million people are today forcibly displaced worldwide and as protracted refugee situations present unprecedented development challenges, IFC and UNHCR set up a Joint Initiative aiming at enabling sustainable private sector solutions, including through IFC investment transactions and advisory projects, in forced displacement contexts. This approach will target and benefit both the forcibly displaced people and their host communities. The Joint Initiative's overarching goals are two-fold: • To enable inclusive economic opportunities for people affected by forced displacement and their hosts by designing, funding, and piloting innovative, impactful, and scalable private sector solutions, which can demonstrate commercial viability of investing in forced displacement contexts. • To establish thought leadership on private sector development in forced displacement contexts through a strong knowledge base of operational lessons and promoting knowledge exchange among key stakeholders engaged in this space. Duties and Responsibilities: Contribute to the implementation of the IFC-UNHCR Joint Initiative's two objectives by performing the following activities: • To monitor the application of the framework and guidelines of a Forced Displacement flag for IFC's projects focused on Financial Inclusion. • Conduct high level country assessments, market, sector/industry research and undertake data collection and information gathering as requested by IFC and/or UNHCR teams about financial inclusion for forcibly displaced populations. • Support IFC's advisory/upstream and investment teams on pre-implementation activities resulted by the operational and financial support provided by the Joint Initiative: • Support IFC's investment and advisory services teams to conduct institutional due diligences and diagnostics in IFC's potential clients; as well as on the preparation of projects/transactions' proposals. • Collaborate on the inception and concept of investment/advisory/upstream and investment projects. • Support investment teams to identify blended finance and subsidized available funding that can be used on their transactions with a forced displacement angle. • Support investment teams to argue and rationalize the development impact of their projects; as well to establish the monitoring and evaluation log frame for projects with a forced displacement angle. • Contribute to the preparation of communications and knowledge management material; as well as on the implementation of knowledge sharing events of the Joint Initiative, when needed. Selection Criteria • Master's degree in economics, Business Administration, Finance, International Development. • At least 5 years of relevant experience in consulting or operational work, either at public or private sector, or development finance institutions and multilaterals, and in the subject of financial inclusion. • At least 2 years of experience in the provision of advisory and investment services on forced displacement contexts. • Strong organizational, research, and oral presentation skills; as well as data analytics and presentation skills with good command of standard office software Excel, Word, PowerPoint; • Excellent written and oral communication skills in English and in another language (Arabic, French, Portuguese, Russian, Spanish) • Proven ability to work in a team and intercultural environment, with minimal supervision. • Hands-on and action-oriented approach. • Enthusiasm for, and commitment to development work. • Willing to travel to remote areas in regions with forced displacement crises. • Field experience in developing countries. • Self-starter, mature and flexible personality with a drive for innovation and designing new interventions, and a proven capacity to tailor interventions to specific contexts and issues. • A team player with superior stakeholder engagement skills, a proven ability to work with colleagues from different teams and achieve outstanding results while meeting tight deadline and maintaining strong client service orientation.
