Interim Procurement Officer – Housing

Pay Rate: Up to £22.97 per hour PAYE depending on experience
Hours per week: 36.25 Monday – Friday, normal working hours
Role Length: This opening assignment is for 2-3 months
City: Coalville, Leicestershire
The focus of this role will be on housing, given the large number of contracts housing are dealing with at the moment.
Key Responsibilities:
1. Advise senior managers and service areas on the procurement process in line with the council’s Contract Procedure Rules and Public Contracts Regulations 2015.
2. Achieve value for money and cashable savings from procurement activity.
3. Build and maintain successful internal and external partnerships and relationships.
4. Identify opportunities in procurement for innovation.
5. Produce reports and analyse data for senior managers and our Procurement Corporate Action Team when required.
Qualifications:
1. Relevant MCIPS qualification.
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
2. Able to advise on all aspects of the procurement process from options appraisal to contract management.
3. Detailed knowledge of public service / local government procurement.
4. Excellent communication skills.
5. Excellent analytical skills.
6. Detailed knowledge and a good understanding of the procurement cycle, contract law, good procurement practices and relevant legislation.
7. A successful record of working in partnership, engaging effectively with others and building productive working relationships.
8. A track record in successfully interpreting policy and strategy into practical actions.
9. Experience of managing the procurement of goods, services and works required for the effective operation and maintenance of housing services in a local government environment.
10. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
