Our client is one of the largest social housing contractors in the Northwest. An exciting opportunity has become available for a Health, Safety and Environmental Manager on a temporary basis. Job opportunity The Health, Safety and Environmental Manager is a divisional leader for a large in-house construction and responsive repairs contractor. This post reports directly to the Group Head of HS&E and is responsible and accountable for: • Development and delivery of the HS&E Policy and Strategy and to ensure compliance with all Health, Safety & Environmental legislation including the Construction, Design & Management Regulation (CDM). • Leadership to the central health and safety and environmental support function in order to ensure that general and construction related specialist health, safety and environmental advice, support, information is available to all stakeholders. • Establishing strong working relationships with the Senior Management Team and the Group’s operational functions by overseeing the development and delivery of operational health and safety plans through business partnering and provision of specialist and technical support. • Managing the development, implementation and continual review of the ISO Quality, Health, Safety and Environmental management system certification in line with legislation, best practice, audit and assessment requirements. • Ensuring the HS&E team is effectively managed and resourced in order to suit the flexing needs of the business as it grows in size and expands in scope. • Ensuring that the business is aware of all current and potential future legislative requirements and maintain its legal obligations with regards to health, safety and environmental matters. • Promoting and developing a positive health and safety culture through positive reinforcement and behavioural based safety. Key Responsibilities • Ensure that the Group complies with and meets with all its’ obligations under all relevant Health, Safety and Environmental Legislation. • Ensure that the Group is aware of and in a position to respond to changes is to Health, Safety and Environmental and changes in industry practice. • Provide leadership and direction to Health, Safety and Environmental functions in order to ensure the effective delivery of HS&E support services across the Group. • Ensure that the senior management team are fully engaged in health, safety, wellbeing, and environmental leadership; that they understand performance, emerging incident trends and learn from them to avoid reoccurrences. • Engage with all stakeholders to ensure that operational health, safety and environmental plans are developed for each of the operational areas of the organisation. • Through a business partnering model ensure that sufficient capacity and technical expertise are provided to support operational teams in delivering their operational health, safety and environmental improvement plans and fulfilling their statutory (and Group Policy mandated) Health, Safety and Environmental responsibilities. • Lead the strategic direction of the Group’s Safety Management Systems in order to ensure that they are developed, implemented and tested and monitored to the standards required by the organisation. • Drive process innovation within the organisation in the areas of the HS&E Management in order to demonstrate best value in the functions of the HS&E Support team. • Develop an organisation wide programme of audit and assurance of Health, Safety & Environmental infrastructure, and practice. • Be responsible for the maintenance of the organisation’s certified management standards; in particular, ISO 14001, ISO 45001 and ISO 9001 and any other appropriate accreditations the Group applies for. • Act as lead contact with Regulatory Bodies including HSE, Environment Agency and Fire Authorities and ensure all reportable accidents/ incidents are reported within required timeframes. • Act as lead officer to ensure the implementation of recommendations of external audits in relation to health, safety and environmental management. • Be responsible for the review and development of HS&E Policies, procedures, and guidance, in keeping best practice and make recommendations on their implementation and application. • Provide advice to the organisation on legal and regulatory compliance in areas of Health, Safety & Environment management; in particular, to provide regular updates on changes in legislation and case law and evaluate their impact on the organisation. • Advise and develop procedures in all areas of HS&E within all directorates of Group companies. • Develop a reporting framework to provide reports on Health, Safety & Environmental to the Group and various boards and the audit and risk committee and provide assurance. • Health, Safety & Environmental representation at appropriate operational management and governance meetings. • Develop Health, Safety & Environmental management strategies, policies and procedures to improve a step change in behavioural safety systems. • Develop HS&E Reporting processes across the organisation and present these in an ongoing dashboard of performance to senior management at regular intervals. • Take a lead role in setting HS&E standards and promote the Group positively as a leading organisation that other RSL’s will view as an industry benchmark. • Develop HS&E training courses, guidance information and deliver training to managers and staff to increase awareness and positive HS&E culture across the Group. • Ensure all training records are updated on the training matrix and any gap analysis, are identified and acted up on. • Actively participate in Health, Safety & Environmental meetings by producing reports and required information, imparting professional knowledge and guidance and assisting in developing suitable agenda items. • Provide a level of organisational and compliance assurance against all regulations and standards for works undertaken, identifying and delivering solutions to improve Health, Safety and Environmental, ensuring the culture aligns to the Group’s values and is embedded within the divisions responsible, carrying out necessary reporting and trend analysis. • Maintain accident statistics and near misses, analyse trends and take remedial action where necessary, taking into account any contractors delivering services on behalf of the Group. • Ensure Management Systems are in place for work stream managers to review, interview and assess any contractors delivering services on behalf of the Group to ensure their competencies and compliance in relation to health and safety management. • Work in conjunction with procurement teams on any PQQ assessments in respect of any HS&E issues on contractors requesting to be included on Group preferred contractor lists. • Provide information on and evidence of the companies within the Group Health, Safety and • Environmental management systems and competence to support the submission of PQQs and tenders. • Maintain a robust process to ensure that all serious incidents, failures and events are thoroughly investigated, root cause analysis is completed, and action plans are defined and delivered by providing recommendations to help prevent re-occurrence and facilitate any lessons learnt by supporting Managers where necessary to conduct Health, Safety & Environmental accident / incident investigations and advising on production of subsequent documentation (witness statements, areas sketches, photographs, reports etc.) • Ensure risk assessments and method statements are produced and appropriate, carry out regular audits of the risk assessments undertaken by managers and ensure any follow up advice is actioned. • Develop Health, Safety and Environment communications strategy and plan and maintain and circulate organisational specific HS&E communications. • Develop, implement and monitor processes for monitoring and maintaining relevant Health, Safety & Environmental management information from contractors and suppliers delivering services to the Group. • Embed an effective auditing process which delivers key data, allows the analysis of trends through managing the Health, Safety and Environmental team to ensure that they carry out regular Health Safety & Environmental audits on construction sites and the workforce. • Undertake site safety visits and audits to ensure prevention and reduction of accidents and injuries, providing performance improvement feedback as required. • Carry out any special project work as and when required and use the initial resource and external support specialists in order to achieve Group objectives. • Provide statistical reports identifying, measuring and resolving significant risks or non-conformances. • Carry out such other duties and responsibilities as are consistent with the concept of the role. • Produce the relevant documentation for varied construction projects including new build and major refurbishments.
