Job Title: Quality and Compliance Manager - Complex Emotional Needs (MH & LD)

Job Purpose:
The Quality and Compliance Manager will take a leadership role in ensuring the highest standards of care, compliance, and quality across our services, particularly for individuals with mental health conditions and high-need learning disabilities. This role involves overseeing care plans, risk assessments, and unplanned care protocols, and contributing to the overall governance of the organization. The successful candidate will also lead on staff training and development, provide out-of-hours emergency support, and foster positive relationships with service users, staff, and external professionals.
Key Responsibilities:
1. Care Planning and Risk Management:
o Lead the development, implementation, and review of individualized care plans and risk assessments for service users with mental health needs and learning disabilities.
o Ensure that unplanned care protocols are effective, up-to-date, and tailored to the needs of the individuals.
o Regularly review and update care plans and risk assessments to reflect changes in service users' needs and circumstances.
2. Liaison and Professional Collaboration:
o Act as the primary point of contact for liaising with external professionals, including attending Multi-Disciplinary Team (MDT) meetings.
o Work collaboratively with healthcare providers, social workers, and other stakeholders to ensure integrated and holistic care for service users.
3. Legal and Court Contributions:
o Write and contribute to Court of Protection proceedings, ensuring that all legal documentation is accurate and reflective of the service users' needs and best interests.
o Provide expert input into legal cases involving service users, working closely with legal teams as required.
4. Emergency Response:
o Provide out-of-hours emergency response support, ensuring that urgent issues are managed effectively and in compliance with organizational policies.
o Lead the emergency response team, coordinating actions and communicating with relevant stakeholders as necessary.
5. Education, Training, and Staff Development:
o Assess staff competencies through formal assessments and peer observations, identifying areas for improvement and additional training.
o Support reflective practice within the staff team, encouraging continuous learning and professional development.
o Lead staff meetings and training sessions, with a focus on mental health and learning disabilities, ensuring that all staff are equipped with the necessary skills and knowledge.
6. Quality Assurance and Governance:
o Oversee the implementation and ongoing monitoring of quality assurance procedures, ensuring compliance with all relevant regulations and standards.
o Develop and maintain governance frameworks that promote high-quality care and continuous improvement across the organization.
7. Feedback and Relationship Building:
o Obtain and analyse feedback from service users, professionals, staff, and relatives to inform service improvements and enhance user satisfaction.
o Develop and maintain strong relationships with service users and their families, as well as with staff and external partners.
8. Support Groups and Rehabilitation:
o Develop and facilitate support groups within the psychosocial rehabilitation and education centre, providing a safe space for both staff and service users to share experiences and support one another.
o Contribute to the ongoing development of the rehabilitation program, ensuring it meets the evolving needs of the service users.
Qualifications and Experience:
1. Essential:
o Relevant degree or professional qualification in healthcare, social care, or a related field.
o Extensive experience working with individuals with mental health conditions and high-need learning disabilities.
o Strong understanding of care planning, risk assessment, and unplanned care protocols.
o Proven experience in quality assurance, governance, and compliance within a healthcare or social care setting.
o Excellent communication and interpersonal skills, with the ability to build effective relationships with a range of stakeholders.
o Experience in delivering training and assessing staff competencies.
2. Desirable:
o Experience in contributing to Court of Protection proceedings.
o Leadership and management experience within a multidisciplinary team.
o Knowledge of current legislation and best practices related to mental health and learning disabilities.
