As Service Manager for Transport Planning and Policy at the Council, you will play a key role in shaping both the local and South Yorkshire’s transport strategy, both in the short and long term. You will lead the delivery and planning of the Transport Capital Programme, focusing on initiatives for active travel, public transport, and behavioral change. This role requires an experienced, driven, and passionate Transport Planner who is proactive and committed to making a real impact in the sector.
Key duties:
1. Manage and develop policies and programmes to promote active travel, road safety, bus priority, and other transport initiatives across the borough.
2. Lead the development of business cases for transport projects, ensuring compliance with WebTAG/HMT Greenbook assurance processes to secure funding.
3. Formulate local transport policies and strategies, ensuring alignment with sub-regional and national policies.
4. Provide transportation, traffic, highway, and parking input to the Development Management process, particularly for major sites and strategic areas.
5. Maximise financial contributions from development to mitigate transport impacts and support long-term infrastructure needs, while increasing public transport and active travel through collaboration with key partners.
Key requirements:
1. Transport Planning, Highways or Traffic Engineering equivalent qualification or suitable experience in a transport, policy, project or planning related field.
2. A strong understanding of local transport policy, funding frameworks, and legislative requirements.
3. Familiarity with transport appraisal techniques and behavioural measures to promote sustainable transport.
4. Have substantial management experience in transport planning and policy development, including policy formulation, strategic planning, and change management.
5. Effective communication, influencing, problem-solving, project management, and team leadership skills.
