Woolwich Ferry (WF) is the business unit within Rail & Sponsored Services responsible for the safe and efficient operational and maintenance service. A complex and unique operation with a wide range of skilled and qualified professionals delivering a vehicle and pedestrian ferry service.
The Marine Training and Competency Manager is a professional maritime subject matter expert responsible for training and competence delivery and skills development for maritime and shoreside teams; spanning crew, traffic, engineering, and infrastructure totalling c120 employees. The role leads on ensuring that all training, competency assessments and management systems are aligned to regulatory requirements and standards to maintain a highly competent and safe workforce that drives operational resilience and prioritizes safety.
The job holder will also be responsible for the management of Woolwich Ferry apprentices throughout their placements.
Accountabilities
• Manage development of training, learning plans and competency frameworks for all operational departments, including engineering teams; ensuring the highest level of skills development competency by assessing requirements and forecasting this against resources in partnership with the business, training providers, external and internal TfL stakeholders.
• Deputise for the Marine Safety and Assurance Manager, to conduct audits aligned with the International Safety Management (ISM) Code, Health and Environmental (SHE) standards, and support the Safety Management System (SMS) in order to achieve regulatory training compliance.
• Responsible for ensuring that the quality of training, through research and analysis of best in class or preferred suppliers, that offers the best value and outcomes in line with training needs outcomes and deliverables.
• Acts as mentor and specialist on competence assessment activities that ensure standards are maintained at all times in accordance with the training plan, taking ownership for identifying improvements or opportunities and making recommendations for senior leadership decision or approval, where appropriate.
• Maintain extensive stakeholder management with Maritime and Coastguard Agency (MCA) and Port of London Authority (PLA) for international qualifications and Boatmasters License requirements that enable continued development of a safe, competent and operationally resilient workforce.
• Exhibit exemplary boat handling proficiency, to deliver the maritime training syllabus demonstrating professional and effective leadership to mentor staff through to successfully achieving and retaining the required levels of competency.
• Manage a regular schedule of emergency drills, including night-time training sessions ensuring operational readiness and resilience in all safety-critical scenarios; maintaining continuous professional development records.
• Implement systems for planned and ad-hoc inspections during training activities and live operations to monitor and assess progress and performance against SMS and competency standards.
• Analyse incidents and near-misses, to identify, plan and deliver interventions such as re-training and shared learning briefings that contribute to embedding a safety culture.

• Knowledge of procedures relating to the competence management of safety-critical roles.
• Understanding of people development.
• Understanding of budgets and financial controls.
• Knowledge of current training techniques.
• Certificate of competency or Boatmasters License.
• Designated Person Ashore and Internal ISM Auditor qualifications (desirable).
• NEBOSH qualifications (desirable).
