Salary £55,000 About UK Infras tructure Bank We are the new, government-owned policy bank - launched in June 2021 - providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the United Kingdom. We are looking for skilled and results oriented individuals who are motivated to help us build the UKIB into an industry-leading institution. Job Purpose You will engage with all aspects of the impact teams’ responsibilities, including assessing the impact of potential deals, and implementation of the Impact and ESG framework at the deal, sector, and portfolio level. You will manage a sector portfolio of work, undertake ex-ante and ex-post assessments, and provide oversight and management to analysts to deliver high quality research, data and economic assessments and advice, to inform effective evidence-based decisions on specific deals within a sector or market. You will lead on aspects of refreshing our impact framework, including improving relevant metrics for measuring impact and devising our monitoring and evaluation strategy. Support the NWF to achieve its strategic objectives (supporting net zero and regional and local economic growth) – helping implement the NWF’s Impact Framework in relation to both deal assessment, monitoring and evaluation impact of the NWF’s work. Deals impact assessments lead - Serve as one of the impact team’s sector lead for a number of technologies within NWF’s key sectors. As the sector lead you will stay up to date with policy, technological and market developments in these sectors. You will work with NWF’s Banking, Policy and Risk teams to understand potential investments’ impact and assess whether the NWF is ‘additional’ e.g. addressing an undersupply of capital or market barrier over time. Lead the due diligence process for potential lending and equity deals (both private and Local Authority) – including producing impact, additionality and ESRG (environmental, social, resilience and governance) analysis to inform decision making by NWF’s Investment Committee. This involves assessing potential investments against a reasonable counterfactual in order to estimate their net impact on carbon emissions, local employment and productivity. Develop and implement an M&E, learning, and reporting framework to support the NWF’s approach to assessing impact in transactions before (and after) the NWF invests, and learnings throughout the different stages of investing in transactions. Supporting strategy workstreams across the NWF – developing communication products of impact’s work, supporting impact reports within annual reporting and accounts, getting involved in deal guidance and methodology work in the implementation of the impact and additionality frameworks. Be a team player and peer-review the analysis and assessment undertaken by other analysts in the function. Manage, engage and develop a high performing team of analysts. Work flexibly across the Impact function and the NWF to support a range of projects and enable a pro-active environment. Engage with relevant government departments and external experts. Essential Experience: • Use and application of economic techniques in appraisal, monitoring and evaluation in a policy and delivery environment, undertaking analysis using a range of data and evidence and communicating this in a clear and succinct way. • Proven ability to work with, influence, and navigate stakeholders including commercial partners, academia or government departments. • Experience and/or knowledge of infrastructure finance, infrastructure project development, including (but not exclusive to energy technologies, energy transition, regional development projects, water, waste transport or ICT). • High level of proficiency in Excel and statistical packages. • Line management experience and broader task management experience Desirable skills and experience • Entrepreneurial, curious, and motivated candidates with a professional, positive attitude with the ability to contribute to a growing work area that thrives on teamwork and collaboration. • Excellent problem-solving skills, including the ability to respond to problems with an open mind and propose pragmatic solutions. • Outstanding communication skills, both in writing and in person, including the ability to write concisely and compellingly; able to synthesis complex issues and data in an easy-to-understand manner and focus on the most relevant information. • Excellent inter-personal skills and the desire to form and maintain high quality relationships to shape policy decisions. • Excellent research skills, and the ability to deliver high-quality outputs using the best available evidence. • An ability to balance longer term strategic analysis with short term workload in the context of a scale up environment that is not always set in stone. • Resilience and the ability to remain calm in changing situations. • Experience of using R, python or similar • Experience of presenting data and analytics through relevant packages e.g. Power BI Professional Qualifications Must hold a 2:2 degree or above, in subject with a significant quantitative element, including economics and data analytics or equivalent experience.
