Main Responsibilities
Join our team as a key leader in procurement, where you will assume ownership of our Commercial & Procurement Policy on behalf of the Group Commercial and Procurement Director. You will also manage the Commercial and Procurement Management Frameworks used to administer and control all procurement activity nationally through robust governance, comprehensive training, ongoing improvement, and compliance oversight.
You will drive continuous improvement within the Commercial & Procurement Management Frameworks by refreshing templates and tools and adapting strategies to meet internal and external customer needs. Your role will include providing expert support and subject matter guidance to both customers and stakeholders on Commercial & Procurement matters. In collaboration with the wider Commercial & Procurement teams in Network Rail, you will craft Network Rail-wide approaches to strategic and transactional procurement, contract management, IR35 compliance and other policy matters. Regular engagement with the external market, analysing trends, market dynamics, innovative product offerings, and best practices will empower you to lead initiatives that enhance the capabilities of the Contracts and Procurement teams.
Furthermore, you will lead a motivated team of commercial & procurement professionals. Fostering teamwork, promoting specialised training schemes, and implementing a robust succession plan, you will inspire your team to fully commit to achieving business objectives and delivering outstanding value to the organization.

Essential:
* Educated to a degree standard or equivalent.
* MCIPS qualified or equivalent experience (or equivalent professional body with chartered status).
* Significant experience in Procurement Operations and governance of Procurement management frameworks, with demonstrable track record of developing and leading the strategies and delivery to extract value within an infrastructure or engineering environment.
* A demonstrable level of line management experience.
* A demonstrable level of ability to manage multiple complex projects and view projects in their holistic entirety.
* Solution driven, innovator, cost and value led.
* Experience with cross-functional collaborative working methods.
* Politically aware, with the ability to use direct and indirect influencing strategies.
* Demonstrable level of problem-solving experience in large, complex organisations.
* Detailed understanding of Procurement Regulations within the UK.
Desirable:
* Detailed knowledge of the UK Rail Industry, including procurement processes in a reclassified environment.
* Detailed knowledge of standard forms of contract such as NEC4.
* Detailed understanding of the IR35 Legislative environment.
