As Warehouse Resource & Agency Manager, you will play a key role in managing and optimising the workforce strategy, ensuring seamless operations through effective resource planning and agency management. You will be responsible for aligning agency and internal staffing resources to operational demand, improving workforce efficiency, and driving engagement with our partners.
In this critical role, you will work closely with our onsite agencies, Operations, Planning, Training, and People teams to influence the employee experience of our Associates. The role involves overseeing temporary labour management, resource fulfilment, and performance control while driving efficiency and accountability through strong partnerships.
Workforce Planning & Resource Fulfilment
* Lead the resource fulfilment strategy for warehouse operations across Shirebrook, Sheffield, and Kirton.
* Ensure optimal staffing levels through effective forecasting and planning, working in partnership with Operations, Planning, and HR.
* Align workforce supply with operational needs, ensuring the right skills exist in the right quantities on the correct shifts.
* Oversee peak planning and flex resource management to accommodate seasonal fluctuations.
Agency & Third-Party Workforce Management
* Manage relationships with three onsite agency providers, ensuring adherence to agreed Service Level Agreements (SLAs).
* Implement governance structures to track agency performance, including fulfilment rates, attrition, and training compliance.
* Drive improvements in agency staff engagement and retention, ensuring alignment with our employee value proposition (EVP).
* Hold agencies accountable for contract fulfilment, commercial performance, and overall workforce effectiveness.
* Maintain visibility of agency contract terms, costs, and compliance requirements, working closely with HR and Procurement.
Performance & Productivity Management
* Partner with Operations to ensure the workforce meets productivity expectations across receiving, put-away, picking, packing, and shipping.
* Monitor workforce performance KPIs, including Units Per Hour (UPH), efficiency, and attendance trends.
* Provide regular reporting and analysis to drive data-led decision-making and workforce optimization.
* Support Operations and HR in driving performance improvement plans for underperforming agency staff.
Training, Compliance & Engagement
* Ensure all agency and warehouse staff complete required training and are registered in workforce tracking systems (e.g., Kronos).
* Work with the Training and People teams to ensure accurate skills matrices and ongoing workforce development.
* Support employee engagement initiatives to enhance the full workforce experience, from onboarding to exit.
* Lead initiatives to improve agency workforce culture, aligning temporary staff with company values and expectations.
Stakeholder Collaboration
* Partner with Operations, HR, Training, and Planning to align workforce strategies with business needs.
* Provide leadership in balancing agency and internal staffing, ensuring consistency and accountability.
* Collaborate with agency partners to enhance employer branding and workforce attraction strategies.
* Drive continuous improvement projects in workforce planning, resource utilisation, and employee retention.
Minimum Requirements
* Proven experience managing high-volume temporary labour in a logistics or warehouse environment.
* Strong background in workforce planning, agency management, or industrial recruitment.
* Commercial expertise in temporary labour contracts, SLA development, and agency negotiations.
* Experience in managing performance KPIs and driving operational workforce efficiencies.
* Strong stakeholder management, able to align complex agendas across multiple teams.
* Problem-solving and analytical capabilities to drive data-led decision-making.
* Strong influencing and negotiation skills to drive accountability with third-party agencies.
* Resilience, adaptability, and a proactive mindset in a fast-paced operational environment.
* Desirable:
* Experience at Branch Manager/Area or Regional Manager level within an Industrial Agency or as a Procurement Specialist in temporary labour.
* Understanding of employment law and HR compliance, ideally CIPD qualified or equivalent.
* Experience in employee engagement strategies, absence reduction, and attrition management.
* Background in change management, workforce transformation, or employer branding initiatives.
* Proficiency in workforce management systems (e.g., Kronos, Microlise, or similar).
