JOB TITLE: TECHNICAL DELIVERY MANAGER (DECOMMISSIONING)
MAIN PURPOSE OF THE ROLE:
* Technical Management of multidiscipline/function teams supporting global and local decommissioning activities.
* Assurance and governance of technical integrity and output.
* The role has a heavy emphasis on management/coordination of Petrofac’s in-house Engineering and Operations Services capability as well as providing technical governance and assurance of Petrofac’s business capture, project set up and execution activities across the decommissioning portfolio.
KEY ACCOUNTABILITIES:

Ensure the technical functions within the decommissioning service line are resourced to deliver workload (business capture, project set up, and execution) with proven and competent personnel. As owner of decommissioning team resource histogram working closely with the planning/project controls department. Accountable for the development and maintenance of the decommissioning resource plan. Ensure the appropriate balance between technical resource demand and availability is always maintained. Work closely with the Engineering Director to ensure that the appropriate level of technical resource is expediently allocated to decommissioning scopes in line with the agreed enterprise priorities.
* Provide Technical management, guidance and leadership to multi-discipline teams working across the local & global decommissioning portfolio operations (business capture, project set up, and execution).
* Ensure decommissioning focused engineering and construction execution norms are developed and maintained, by working closely with the central engineering hub, project services/controls group & other service lines and functions.
* Support contract/project/bid/technical managers and subject matter experts in developing robust and fit-for-purpose solutions to our clients by reviewing and challenging estimates; assessing and challenging scopes to ensure that the best, most cost-effective solution is provided; resolve technical questions from clients; resolve interdisciplinary conflicts and issues.
* Provide technical governance/assurance across all decommissioning business capture, project set up, and project execution activities through working closely with contract/project managers and project partners/subcontractors.
* Ensure effective technical interfaces are maintained across all decommissioning activity, and for driving continuous technical performance improvement by championing a formal lessons-learned forum within the decommissioning space.
* Ensure all relevant Petrofac technical standards, processes and procedures applied in both engineering and construction delivery associated with the decommissioning portfolio.
* Where required, act as a cross-discipline Project Manager on smaller, more discrete decommissioning scopes including, but not limited to, Cold Eyes reviews; due diligence assessments; external and internal audits; process and procedure reviews/development.
SKILLS AND QUALIFICATIONS:
1. Minimum bachelor’s degree in relevant engineering discipline (extensive practical experience in the engineering or operations sector of the oil and gas industry will be considered).
2. Extensive cross-discipline oil and gas industry experience, with extensive experience and a strong working knowledge of all facilities engineering disciplines, with a strong preference for a structural specialist background.
3. Experience of Asset Engineer, Prepare, Remove, & Dispose (EPRD) operations would be viewed favourably.
4. Knowledge and working experience of managing operational/project teams and gaining support from engineering and operations teams.
5. Proven track record in managing multiple stakeholders in project execution.
6. In-depth knowledge of Decommissioning regulatory regimes is viewed as a positive.
7. Strong communication and presentation skills at all levels.
8. Ability to review client requirements and provide robust, value-driven solutions.
9. Comfortable in challenging the norm to ensure that pragmatic and practical solutions and deliverables are developed at all phases of the decommissioning process.
10. Strong track record in technical governance/assurance and resource management - EPRD experience would be viewed favourably.
11. Ability to develop strong professional relationships with clients, partners, and internal customers/peers.
12. Demonstrable ability to recruit, develop and retain technical resources in a constrained market.
13. Experience in a range of management roles and particularly technical delivery and assurance.
14. Track record of successfully developing, leading, and managing professional technical staff.
15. Proven track record in HSE Leadership.
16. Commercial awareness.
