About the Role:
We are seeking an experienced Consents & Utilities Lead to join our team on a major infrastructure project. The successful candidate will have extensive experience in securing highways consents, managing Section 278 agreements, and coordinating utilities installations. A background in utilities civil works within large-scale infrastructure projects is highly desirable.
Key Responsibilities:
* Lead on the application and management of highways consents, including Section 278, Section 56, Section 50, and other relevant agreements.
* Coordinate with local authorities, statutory undertakers, and stakeholders to secure approvals for roadworks, utilities crossings, and access points.
* Manage relationships with highways authorities and ensure compliance with permits, temporary traffic orders (TTROs), and road opening notices.
* Oversee the planning and delivery of utility diversions and installations, ensuring alignment with project timelines and technical requirements.
* Work closely with design and construction teams to integrate highways and utilities requirements into project planning.
* Ensure compliance with relevant environmental and sustainability regulations, working closely with the Environment, Sustainability and Consents Manager to mitigate impacts.
* Support the coordination of Road Safety Audits and liaise with statutory undertakers regarding service connections and diversions.
* Monitor project progress, manage risks related to consents and utilities, and implement mitigation strategies as required.
* Provide technical support and advice on highways and utilities matters throughout project lifecycle.
Key Requirements:
* Proven experience in highways consents management, including Section 278, Section 56, and utility crossings approvals.
* Strong knowledge of highways regulations in both England and Scotland, and local authority procedures.
* Experience managing utilities installations and diversions, preferably on major infrastructure projects.
* Understanding of environmental and sustainability considerations in infrastructure development.
* Ability to liaise effectively with local authorities, contractors, and utility providers.
* Strong project management skills, with experience coordinating consents and approvals within complex programmes.
* Knowledge of temporary traffic management and associated legal requirements.
* Excellent communication, negotiation, and problem-solving skills.
* Relevant qualifications in civil engineering, highways, environmental management, or a related field.
