Job Title: Health, Safety & Environmental (HSE) Officer Location: Leek, UK Job Type: Full-Time Monday to Friday Reports to: QACC Manager Job Summary: The Health, Safety & Environmental (HSE) Officer will oversee and maintain compliance with all health, safety, and environmental regulations in our food manufacturing facility. The HSE Officer will play a key role in promoting a culture of safety, reducing workplace risks, and ensuring compliance with UK HSE laws and industry standards and raising the bar in HSE Excellence. Compliance and Regulations Ensure the company complies with all relevant local, national and international HSE regulations and standards. Ensure compliance with all UK Health & Safety (H&S) regulations (e.g., Health and Safety at Work Act 1974, COSHH, PUWER, LOLER, etc.). Maintain up-to-date knowledge of HSE legislation and best practices. Work with site leadership teams to coach, encourage and support a positive and proactive HSE culture. Policy Development and Implementation Develop, implement and continuously improve HSE policies, procedures and programmes. Develop, implement, and improve HSE policies and procedures in line with company and legal requirements. Conduct regular reviews and updates of HSE manuals, guidelines and risk assessments. Stay abreast of any changes in HSE legislation and corporate developments that affect the business unit, making recommendations for improvements to members of the site leadership team. Upgrade existing HSE policies and processes to level to acquire ISO 14001:2015 certification. Training and Awareness Work with the site leadership team to enhance the existing training structures. Organise and deliver HSE training sessions and workshops for employees at all levels. Deliver HSE training to staff, including manual handling, fire safety, chemical handling, and emergency response. Ensure appropriate PPE (Personal Protective Equipment) is available, maintained, and used correctly by employees. Ensure First AID boxes are regularly inspected and kept up to date with in-date products. Promote a strong safety culture by leading awareness campaigns and engagement initiatives across all levels of staff. Risk Management and Incident Investigation Conduct risk assessments, method statements (RAMS), and hazard analysis specific to the handling and blending of powders Conduct regular risk assessments, safety audits and inspections to identify hazards. Monitor and enforce Control of Substances Hazardous to Health (COSHH) regulations to minimise exposure risks. Investigate accidents, incidents, and near misses, preparing reports, implementing corrective and preventive actions. Ensure monitoring arrangements and proper documentation is in place, as well as comprehensive reporting of all HSE-related incidents. Knowledge around Food Factory environments, machine calibration and X-ray equipment or liaising with the right support on these is a requirement of the role Emergency Preparedness : Maintain emergency preparedness plans, including fire drills, first aid provisions, and spill response procedures Develop and implement emergency response/evacuation plans and procedures, ensuring that all staff are fully aware of the procedures and their own roles. Coordinate and lead emergency drills and exercises. Ensure exit plans and other legislation is accessible for all factory employees. Develop policies with key company stakeholders so they meet all aspects of emergency preparedness and control. Call-tree development and emergency contact lists accessibility Environmental Sustainability Monitor and report on environmental compliance, including waste management and air quality controls. Support sustainability initiatives and reduce the factorys environmental footprint. Monitor and report on environmental impact, ensuring compliance with environmental regulations. Promote sustainable practices within the organisation, including waste reduction, energy efficiency and resource conservation. Train the staff on Environmental awareness and sustainable practices in place. Seek and implement improvements in line with Government legislation Others Monitor, communicate and report on HSE-related Key Performance Indicators (KPI) for the site. Organise and chair the sites Health and Safety Committee. Alongside QACC Manager, Organise and manage the sites audit schedule and participate in the audit programme. (combine internal audit program to effectively meet all external audit requirements across Health, Safety, Environment, Quality etc) Liaise with external regulators (HSE, Environmental Agency, Local Authorities) during inspections and audits. Coordinate, support and champion HSE improvement initiatives. Maintain effective working relationships with external interested parties. Undertake any other duties, as may reasonably be required of this role. Key Skills & Qualifications: NEBOSH General Certificate (or equivalent) is essential. IOSH Membership (Tech IOSH, Grad IOSH, or Chartered status) is desirable. Strong understanding of COSHH, PUWER, LOLER, and DSEAR regulations. Experience working in a manufacturing or chemical processing environment, preferably within powder blending or food/pharmaceutical industries. Strong analytical and problem-solving skills with a keen eye for detail. Excellent communication and leadership skills to influence safety culture. Ability to conduct training sessions and deliver presentations effectively. Proficiency in using HSE management software and Microsoft 365 and TEAMS. knowledge and understanding of current health and safety legislation, regulations and codes of practice, together with at least 2 years experience in a similar role in a food manufacturing environment. Working knowledge of risk reduction management systems (ISO or BS OHSAS). strong administrative background and be experienced in report writing, data analysis and database management. The role would suit an individual with experience within a fast-paced manufacturing or engineering environment.
