We’re looking for a credible and forward-thinking People leader to join us as Head of People Business Partnering—a key leadership role responsible for delivering a high-impact, customer-focused people service during a time of transformation.
Reporting into the Director of People services, you’ll lead a team of Business Partners and Advisors, ensuring alignment between business priorities and our people strategy. You’ll balance the delivery of effective day-to-day services with the oversight of complex change programmes—helping us embed a modern, efficient and future-focused approach to people support across the organisation.
What you’ll be doing
Leadership and Team Management
1. Lead and develop a team of c4 People Business Partners and c3 Advisors, ensuring delivery of high-quality, consistent support across the organisation.
2. Provide coaching and guidance on complex people issues, supporting effective employee relations practices.
3. Align team priorities with business objectives and our People strategy, promoting a collaborative, high-performance culture.
4. Contribute to the wider People leadership team and the development of organisation-wide initiatives.
People Strategy and Business Partnering
5. Work closely with senior leaders to understand business needs and deliver proactive, strategic people advice.
6. Develop and implement people strategies across talent management, change, performance, and engagement.
7. Support workforce planning and succession, driving the attraction and retention of key talent.
8. Promote lean, efficient processes—embedding self-service tools and simplifying policies in line with business and legal requirements.
Employee Relations and Engagement
9. Provide expert advice on complex ER matters, ensuring consistent, fair and legally compliant outcomes.
10. Champion a positive and inclusive culture, supporting wellbeing, diversity and employee engagement initiatives.
Organisational Development and Change
11. Lead and support change programmes, including restructures and organisational redesign, working closely with leadership teams.
12. Guide the design and implementation of learning and development programmes, providing a Group-wide overview for local tailoring.
13. Use people data and insights to inform decision-making and drive continuous improvement.
14. Play a key role in delivering our business partnering transformation, improving service delivery and expanding digital and AI capability.
Performance and Compliance
15. Ensure people processes are legally compliant and aligned to regulatory requirements.
16. Oversee performance management, ensuring staff receive regular feedback, development and recognition.
17. Provide accurate reporting and insights on key people metrics to inform strategic planning and organisational priorities.
What you’ll bring
18. CIPD qualified (or working towards) with proven experience in leading business partnering or HR generalist teams
19. Strong understanding of employment law and ER practice in a regulated, unionised or complex environment
20. Demonstrable experience of supporting senior leaders through transformation and organisational change
21. Skilled at building relationships and influencing at all levels, including with Executive teams and governance stakeholders
22. Confident in handling data and using insight to inform decision-making and strategy
23. Forward-thinking, solutions-focused and highly credible, with strong judgement and political awareness
24. Experience in the housing, not-for-profit or public sector is desirable, though not essential.
