Senior Development Lead (NTIRA) In pursuit of a future contract award, Digital Enterprise Solutions, Inc. (DESI) is seeking a Senior Development Lead to join our team of qualified, diverse professionals. This is a full-time (regular) exempt (salary) position located in Suffolk, VA, with the potential for limited telework, subject to customer approval. As a valued member of our team, you will play a key role in delivering state-of-the-art Information Technology solutions for the Naval Information Forces (NAVIFOR) N4 Directorate’s Naval Tool for Interoperability and Risk Assessment (NTIRA). ROLES/RESPONSIBILITIES: Oversee all software development efforts for NTIRA, functioning autonomously while ensuring clear, precise, and consistent communication about project status and potential risks. The development lead also serves as a point of contact with the government and is a primary point of contact between the team and the management structure. This role entails strategic planning to develop project plans that outline objectives, milestones, and timelines based on known requirements. Proactively gather project requirements from stakeholders, transforming them into actionable solutions that align with project and/or program goals. Be intimately familiar with ongoing work and ticketing, assigning new tickets and bugs as they arise while assessing their impact on the overall project timeline. Facilitate timely software changes and enhancements and inform the government of technical constraints and future maintenance cost impacts. Plan agile sprints to break deliverables into manageable tasks, setting realistic milestones and timelines for feature development and integration. Provide design input and oversee the creation of design mockups and prototypes to visualize and refine software features and functionality. Responsibilities include ensuring the team follows the agile process, including conducting meetings such as Sprint Planning Meetings, Daily Standups, Sprint Reviews, Sprint Demonstrations, and Sprint Retrospectives. As necessary, work with the team to ensure they are adequately trained to understand Agile processes, know their specific roles, and are dedicated to the project. Act as the scrum board administrator and ensure Jira or other agreed-upon issue-tracking software works well and tickets/issues are captured and assigned properly. Work with the government to refine and maintain the backlog by using information gathered from meetings, service desk, requirements documents, and other sources of information gathering. Responsible for ensuring that the team's progress is transparent to all stakeholders, including maintaining a visible product backlog and burn-down chart. Meet individually or in a group setting with team members and stakeholders as needed to iron out team disagreements about processes and work styles. Perform regular analysis of burn-down charts and other portfolio planning tools. Aid the team by eliminating external blockers and managing internal roadblocks through process or workflow improvements. EDUCATION/EXPERIENCE REQUIREMENTS: To be considered for this position, you must mee t the education and experience listed below: Over ten (10) years of experience in software development and systems administration support in a web-based, cloud-based environment. BA/BS from a US Department of Education accredited college or university in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, Computer Engineering, Mathematics field or Engineering field. Two (2) years of relevant experience may be substituted for one (1) year of formal education as follows: AA/AS plus an additional 4 years of experience (14 years total) High School diploma plus an additional 8 years of experience (18 total) MA/MS strongly preferred. MINIMUM QUALIFICATIONS: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Five (5) years of experience as a scrum master or similar role with expert knowledge of agile methodology, techniques, and frameworks. Direct experience in facilitating scrum events (sprints, retrospectives, daily stand ups, and demonstrations), managing and supporting scrum teams, and maintaining Scrum artifacts (project plans, backlogs, tasks, risks, user stories). Experience in a leadership or management role particularly with demonstrated experience in servant leadership and problem-solving skills. Experience with Atlassian Jira or similar issue and project tracking software. Experience with Atlassian Confluence or similar knowledge management software. Active DoD Secret clearance. IAT II or III certification (e.g., Security, CISSP, or equivalent). Ability to develop technical documentation, operational reports, and system performance assessments. Experience leading cross-functional teams and collaborating with stakeholders at various levels. Excellent written and verbal communication skills. PREFERRED QUALIFICATIONS: Candidates with experience or knowledge in these desired skills will be given preferential consideration: Incumbent experience with NAVIFOR NTIRA Familiarity with CAS, NTIRA, CENTRIXS-M, and SECREL systems. Experience with AWS GovCloud, cloud security, and DevSecOps integration. Knowledge of DoD RMF compliance and cybersecurity best practices. Strong background in incident response, risk assessment, and security control implementation. Experience managing IT operations in a DoD/Navy environment. Strong technical knowledge of system administration, database management, and cybersecurity compliance. Proficiency in network security, ITSM frameworks (ITIL, COBIT, or CMMI), and risk management methodologies. COMPENSATION & BENEFITS: The compensation range is based on industry compensation data and/or position budget and reflects our commitment to transparency and fairness: The annual compensation range is $150,000 to $175,000, commensurate with education, certifications, and experience. Other compensation may include discretionary bonuses, referral rewards, and spot awards.
