This role is central to ensuring that all demands for space and time in the street are balanced to minimise the disruption caused to everyone who wants to travel around the city. About the role You will be one of the key managers reporting to the Head of Network Management Brighton & Hove’s Permit Scheme for road and street works has been successfully operating since 2015. Therefore, as the Street Works Manager, you will be responsible for the provision of an on-site and internal technical service, strategically managing teams of assigned professional and technical staff within that Service, to ensure that the Council’s statutory and other obligations are met with particular emphasis on: New Roads and Street Works Act (NRSWA) 1991 Traffic Management Act 2004 Highways Act 1980 Road Traffic Regulation Act 1984 BHCC Permit Scheme TTRO You will ensure that the necessary policies, processes and resources are in place and managed. That inspections are undertaken and compliance supporting evidence is collated, for street works and all other activities on the highway including events. That the necessary inspection regimes to monitor compliance are in place to maintain the integrity of the public highway. You will be able to work across internal service areas and external partnerships to promote an understanding of the Network Management Duty; the impact of coordination; evaluate any prospective impact on the strategic and local network and ensure that mitigating actions are taken to avoid disruption where necessary You will: take the lead in managing the permit and traffic management requirements of larger projects such as fibre rollout and other utility upgrades, as well as the Council’s own transport schemes. work closely with all works promoters, both internal and external, to understand the requirements of their projects and balance those with the need to minimise disruption to the travelling public. As the successful candidate you will have: Experience of co-ordinating road and street works, ensuring that works can be carried out safely and minimising disruption. Experience of working with works promoters, their contractors and traffic management suppliers, balancing their requirements with the impact of the works on the wider network. Ability to develop workable and innovative solutions to conflicting requirements, and to communicate these effectively. Understanding of the relevant legislation (in particular the New Roads and Street Works Act 1991, Traffic Management Act 2004, Brighton & Hove Permit Scheme, Road Traffic Regulation Act 1984); and the ability to explain their requirements clearly and concisely across a broad range of stakeholders. Managing the revenue, capital and externally funded budgets for the Service Area, ensuring that these are controlled within budget and in line with standing orders, to achieve set targets. Analyse financial requirements, prepare estimates for future years, and ensure that effective budgetary controls and monitoring are established and implemented. To prepare reports on and be accountable for progress against agreed Service business plans for team meetings, Project and Programme Boards and Council Committees. To provide technical input as required to reports of other Senior Managers and Heads of service as they relate to Street work and Network Compliance, including translation of highly complex technical language for a range of audiences.
