The Role: The Home Office requires the services of an experienced Business Analyst to model the expected (should costs) and volumes for a major high profile public procurement. The analyst will be reporting to a senior Home Office civil servant, with responsibility for the reviewing of costs and developing proposals for budget alignment, working closely with staff in the Home Office M&B Finance Teams and DDaT and Home Office Portfolio leaders. The portfolio is looking to increase the transparency of costs incurred through the portfolio as well as where these costs can be best aligned to, ensuring that proper budgets are in place. The portfolio is built of a complex environment of large contracts owned by Migration and Borders (M&B), as well as shared contracts with M&B and the Home Office alongside direct Home Office and DDaT staff that are cross charged to the Home Office and M&B. This role would be critical in reviewing the portfolio costs and working with finance and portfolio delivery teams to propose budget alignments and increasing transparency. Responsibilities: Your main day to day responsibilities will be: Review of costs of Migration and Borders Technology portfolio. This will require analysis of previous costs and current projections, contracts, statements of work and timesheet recording. Review of M&B system budget landscape, working with finance teams. It is expected this will be within 4 weeks. Produce proposals that achieve line of sight between costs and budgets, providing recommendations in cases where the line of sight in challenging. This might be budget adjustments and/or identifying suitable budgets. It is expected this will be within 4 weeks. Engagement with senior stakeholders to secure agreement to proposals with support of Home Office and DDaT teams. Support knowledge transfer and handover to internal team member. It is expected this will be within 4 weeks. Skills & Experience: Youll have a demonstrable passion for Business Analysis, with the following skills or strong experience in: Advanced Excel skills following best practice financial modelling processes, Ability to produced large complex excel based financial models from scratch to support high value programmes (including scenario analysis, sensitivity analysis, calculation of Net Present Social Value), Qualified accountant with a good understanding of central government accounting, Good understanding of economic analysis and Consolidated Budgeting Guidance Ability to work with non-finance experts and to meet the changing requirements of a programme when specifications are not always clear; and, Good interpersonal skills and the ability to advise colleagues on financial modelling and wider economic and financial case issues.
