Finance Business Partner Local Authority Leeds Leeds Based Role Hybrid Working 6 Month Contract Monday to Friday 09:00-17:00 £30ph Umbrella Job Purpose The Finance Business Partner Team (Economy) is an exciting and newly established group of passionate individuals working together to maximise the impact of our funding. We collaborate closely with policy teams to monitor performance against budgets, plan future funding requirements, and work with investors and external funders to develop innovative funding solutions that help us achieve our mission as a Combined Authority. Key responsibilities: Financial Planning and Modelling: To Lead on the financial evaluation of options for implementing Directorate plans to best achieve desired outcomes. To Lead on providing financial advice to Directorate, including the allocation of resource and how short to medium term objectives can be aligned and affordable within available resource. To Support the Senior Finance Business Partner with financial modelling of funding and investment options for the Combined Authority to Support the creation of investor facing presentations and materials Financial Reporting and Analysis: To Lead on monitoring and providing insight and advice on the financial performance of a complex portfolio of funding programmes to Lead the monthly management accounts, annual budgeting and quarterly forecasting process for relevant Directorates, ensuring clear links are made to the business planning process, resources are focussed on driving performance and ensuring synergy with other Directorates to Provide expertise and advice to the Directorates on financial matters to drive performance. to Work with the Directors and their key staff to ensure the Directorates programmes are resourced and implemented cost effectively Main responsibilities Work with the Senior Finance Business Partner, Directors(s) and other key members of the Directorate(s) Leadership Team to develop and manage effective financial strategies which deliver value for money. Support the Senior Finance Business Partner to provide expertise and advice to the Directorate(s) on the current and future financial and economic environment and assist them in assessing and evaluation options for achieving policing aims and objectives. Lead on the preparation of accurate and meaningful Directorate(s) management accounts, in line with corporate timescales, to include both capital and revenue inclusive of budget holder led forecasts. Lead on the preparation of Directorate(s) annual budgets and work with budget holders and other key stakeholders to ensure a robust, affordable and deliverable budget is delivered in line with corporate timescales, with spending clearly aligned to business plans and outcomes. Lead on the production of Directorate(s) quarterly forecasts and work with budget holders and other key stakeholders to ensure a robust forecast is delivered in line with corporate timescales, with spending clearly aligned to business plans and outcomes. Work with other Finance colleagues where necessary to support the delivery of timely and accurate statutory returns. Oversee the budget management of revenue and capital plans, providing constructive challenge and support to Directorate(s). Work closely with Directorate(s) teams to develop financial plans and to ensure that adequate financial management and monitoring information is made available to enable budget holders and other key stakeholders to maintain financial accountability. Support the SFBP in providing appropriate challenge and scrutiny of the Directorate(s) financial position, during the year and at key financial planning stages. Support the SFBP to promote alignment of outcomes, targets and funding strategies through the effective allocation of resources to support joint initiatives. Lead on ensuring high standards of governance and financial control within the Directorate(s), so that public money is safeguarded and utilised appropriately, efficiently and effectively.
