Job Description
The Senior Accountant is responsible for the provision of technical accounting advice to the Accountancy section (and section 95 officer), relating to the preparation of the annual accounts, support for the financial planning process and for major projects as agreed with the Finance Manager.
Requirements
1. Technical financial overview of the Annual Report and Annual Accounts.
2. Advising the S95 Officer on overall financial forecasting for the Council.
3. Support the S95 Officer regarding the Asset Management Working Group.
4. Be the Finance lead on Participatory Budgeting.
5. Be the Finance lead for Moray Growth Deal.
6. Budgetary and other implications of changes in accounting standards and relevant legislation, LASAAC circulars and other guidance.
7. Ad-hoc project work for departments, including support for major projects, and advice and support to other members of the accountancy section involved in such work.
8. Organising cpd training and technical updates for the accountancy section.
9. Developing and maintaining budget manager training.
The Individual
1. Post-qualifying experience in a public sector finance department.
2. Experience in a UK financial environment.
3. Fully qualified CCAB or CIMA Accountant.
4. Ability to interpret, apply and explain technical policies, procedures, guidance and legislation.
5. Strong written and oral communications skills and an ability to deal effectively with queries and provide advice.
6. Self-confident and self-motivated.
7. Computer literate with a strong working knowledge of Microsoft Excel, Word and Outlook.
8. Strong organisational and time management skills.
9. Strong customer focus.
10. You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service. Due to the rural nature of Moray this is normally undertaken by use of a car/van.
11. Committed and able to work under own initiative.
12. Ability to manage workload, address conflicting priorities, meet deadlines (statutory and internal) working to a high degree of accuracy.
13. Politically sensitive and astute.
14. Ability to write clear, concise and easily understandable reports for Senior Officers and Members.
15. Experience of working under pressure and delivering work to deadlines.
16. Ability to establish confidence, credibility and trust.
17. Ability to contribute to the development of financial policies.
18. A flexible approach to new working practices and technology.
