We are looking for an experienced Cost and Estimating Lead who has broad experience in project and programme cost estimating, planning and management techniques and standards, ideally, but not necessarily, in the UK Water Industry.
RESPONSIBILITIES
* Responsible for developing, upholding, and communicating best practice cost management and estimating solutions.
* Line management of the costing team, ensuring work is allocated and managed effectively.
* Review and assurance of estimates and models prepared by the costing team estimators at key project lifecycle stages.
* Oversee the capture of outturn costs and the upload of data into the in-house cost estimating software tool.
* Ensure CAPEX, OPEX and NPV estimate solutions adhere to NW costing processes and procedures.
* Lead on provision of NEC3 Framework and Contract costing support in line with stakeholder requirements.
* Working with Finance, provide guidance on the project Cost Breakdown Structure preparation and its integration with the Costing Work Breakdown Structure, in collaboration with project teams and scheduling and risk leads.
* Be the PMO & Capital Delivery cost and estimating authority, attend and contribute to meetings and management forums on behalf of the PMO.
* Ensure optimal performance of the costing team through effective leadership, learning and development. This includes responsibility for the coordination and strategic direction of routine / business as usual work activities.
EXPERIENCE & SKILLS REQUIRED
* Minimum five years’ experience of developing and leading provision of high-quality cost and in-depth estimating support in a project controls or programme management environment.
* Thorough and demonstrable knowledge of contract and procurement management principles, including NEC 3 forms of contract.
* Experience of use of dedicated cost estimating, management systems and reporting tools and software such as MS Power BI.
* Experience of successful development and deployment of project baseline cost structure build up, cost estimation, budgeting and cashflow management.
* Proficiency in Microsoft Office applications and project management software, such as Excel, PowerPoint, and SharePoint.
* In-depth cost estimating experience with a recognised estimating tool and a good knowledge of contract tendering and procurement.
* Strong attention to detail, data analysis, and data management.
* Ability to challenge proactively and effectively, resolving conflict or difficult conversations to a mutually beneficial end.
* Strong data analysis capability to capture and deliver key messages, providing senior stakeholders with the ability to make timely and informed decisions.
* Experience of the OFWAT Periodic Review process
COMPETENCIES REQUIRED
* Degree in a relevant discipline ie QS, Engineering, Project Management or similar.
* Knowledge and application of Standard Methods of Measurement within the Construction Industry and NEC application.
* Experience and knowledge to drive continuous improvement through risk management frameworks.
* Water Industry with water and wastewater process experience
* Excellent people skills
* Experience and involvement of the OFWAT Periodic Review process
